What it does
This instrument is an Airworthiness Directive (AD) issued under the Civil Aviation Safety Authority delegate on 5 October 2005 and made effective 28 October 2005. It mandates inspection and removal of certain Lycoming crankshafts and prohibits the installation of crankshafts whose serial numbers are listed in a Lycoming Mandatory Service Bulletin (MSB). The AD applies to specified Lycoming piston engine models in the 360 and 540 series rated at 300 horsepower or lower where the engine was manufactured new, rebuilt, overhauled after 01 March 1999, or where a crankshaft was installed after that date (Applicability). The AD directs operators to use Lycoming MSB No. 566 dated 11 July 2005, specifically Tables 1-4 of that MSB, to identify affected engines and crankshafts (Requirement 1-3).
Mechanically, the AD imposes three obligations:
- For AEIO-540, IO-540, O-540, and TIO-540 series engines in scope: check whether the engine serial number appears in Table 1 or Table 2 of MSB 566, then use Table 4 to verify the crankshaft serial number; if the crankshaft SN is listed in Table 4, replace it with a crankshaft not listed in Table 4 (Requirement 1(a)-(b)).
- For AEIO-360, IO-360, O-360, LIO-360, and LO-360 series engines in scope: if the engine SN is in Table 3 of MSB 566, use Table 4 to verify the crankshaft SN; if listed in Table 4, replace the crankshaft with one not in Table 4 (Requirement 2(a)-(b)).
- An absolute prohibition on installing any crankshaft with a serial number listed in Table 4 of MSB 566 into any engine after the effective date of the AD (Requirement 3).
Timing is specified: for requirements that require replacement, the work must be accomplished, unless already done, within 50 hours time-in-service or within six months after the AD’s effective date, whichever occurs first (Compliance). The AD provides the safety rationale as a record of various crankshaft failures in Lycoming 360 and 540 series engines which may result in total engine power loss and possible loss of the aeroplane (Background). The AD notes and refers to FAA Airworthiness Directive 2005-19-11 Amendment 39-14276 (Note).
