What it does
This instrument is an airworthiness directive (AD) issued as AD/LEARJET/36 Amdt 1, dated 11/2005, addressing tip tank flapper valves on Gates Learjet 24 and 25 series aeroplanes. It applies to Model 24 aeroplanes S/N 24-100 through 24-357 inclusive and Model 25 aeroplanes S/N 25-002 through 25-373 inclusive (Applicability). The AD prescribes mandatory inspections and replacement work on the flappers and flapper assemblies that form the tip tank check valve in each wing. The technical work is to be carried out in accordance with specified manufacturer service bulletins: Learjet Service Bulletin SB 23/24/25-28-2 dated 6 October 1995, and where part-numbered replacement assemblies are involved, Bombardier Service Bulletin SB 23/24/25-28-7 Revision 2 dated 9 May 2001 (Requirements 1 and 5(b)).
Mechanically, the Directive requires: (a) initial and repetitive inspections for deterioration (cracks, cuts, breaks, splits, or warpage) of both flappers in each wing and specific follow-on corrective actions if discrepancies are found, in accordance with the Learjet SB (Requirement 1); (b) replacement of both flappers in each wing with new flappers where specified (Requirement 2); (c) replacement where flapper age/time-in-service cannot be determined (Requirement 3); (d) repetitive inspection intervals set at specified hours-in-service where replacement has occurred (Requirement 4); (e) inspection or maintenance-record review to identify the part numbers of the flappers and flapper assemblies (Requirement 5), with the specified outcomes that (i) installation of approved P/N 2323006-802 flappers and P/N 2323006-801 assemblies allows cessation of the repetitive inspections, and (ii) discovery of older P/N 2323006-5 flappers or P/N 2323006-6 assemblies mandates replacement under the Bombardier SB, which also ends the repetitive inspections; and (f) an explicit ban on installing P/N 2323006-5 or assembly P/N 2323006-6 from the effective date (Requirement 6).
