What it does
This Airworthiness Directive (AD/LANCAIR/1 Amdt 2, "Canopy Latching", 14/2021) requires inspection and, where necessary, modification of the internal canopy latching system on affected Lancair aircraft. The instrument states its applicability as: "All Lancair models fitted with Camloc Style Latch mechanism p/n 51L1-1X1AA." The AD sets a four-part functional standard for the internal latching system, requiring that the internal latch:
- "is readily accessible and requires no exceptional agility or skill in its operation when used in an emergency";
- "the method of opening is simple and obvious";
- "it is arranged and marked for easy operation, even in darkness"; and
- "any external auxiliary locking device used to secure the aircraft is able to be overridden by the normal internal opening means."
The AD requires that "This inspection must be carried out and certified by an aircraft engineer licence holder licenced in the appropriate category" (Note 1). It exempts certain latch types: "Lancair models fitted with either the alternative lever style latch mechanism, or the Lancair Legacy over centre latching mechanism are not subject to this AD" (Note 2). For aircraft with a Certificate of Airworthiness, the AD requires modification "in accordance with a modification approved in accordance with Subpart 21M of the Civil Aviation Safety Regulation 1998." For aircraft with an Experimental Certificate, the AD requires modification "in accordance with a modification acceptable to CASA or a person who can issue an experimental certificate for amateur built experimental aircraft."
The compliance timing is strict: affected aircraft must comply "Before further flight after the commencement date unless accomplished previously, and thereafter at each inspection for maintenance release issue." If the latching system fails the inspection criteria, modification must be completed "before issue of: a. Certificate of Airworthiness, or b. Experimental Certificate." The AD commences on 10 August 2021 and is signed by a CASA delegate (dated 8 July 2021). The background states CASA received "a major defect report" indicating difficulty operating the internal canopy latch that "may prevent both normal and emergency egress." Amendment 1 disapplied the AD from certain models. Amendment 2 changed applicability from model-specific to latch-mechanism-specific.
