What it does
This instrument is an Airworthiness Directive (AD) designated AD/JETSTREAM/95 Amdt 3, issued by the Civil Aviation Safety Authority (delegate James Coyne) on 14 August 2009 and effective 24 September 2009. It prescribes mandatory airworthiness actions for Handley Page Ltd, Scottish Aviation Ltd, British Aerospace PLC, British Aerospace (Commercial Aircraft) Ltd, British Aerospace Regional Aircraft Ltd, Jetstream Aircraft Ltd and British Aerospace (Operations) Ltd HP 137 Mk1, Jetstream Series 200, 3100 and 3200 aeroplanes that are fitted with nose landing gear (NLG) steering jack piston rods having part numbers (P/N) 6182-2, 6182-3 or 6182-4 (Applicability, first table). The AD addresses discovery of cracks adjacent to the eye-end of the steering jack piston rod, which the directive traces to the application of a high torque to the eye-end during assembly; it states that severe cracking can lead to jack failure and loss of steering control (Background).
Mechanically, the AD requires operators to determine whether specific earlier service bulletins have been accomplished, to inspect piston rods, to check and re‑set torque values of the end fitting where applicable, to recalculate the safe life of the piston rod in accordance with procedures set out in the referenced BAE Systems service bulletin (SB 32-JA030644 Revision 1 dated 19 August 2008), and to remove and replace any piston rod found cracked or otherwise unserviceable (Requirements 1 and 2). The AD imposes installation prohibitions: from the effective date, no steering jack piston rod P/N 6182-2/3/4 may be installed unless it has been inspected and its safe life determined per paragraph 2 of BAE Systems SB 32-JA030644 Revision 1 (Requirement 3); and on aeroplanes modified by BAE modification JM5414, no NLG steering jack P/N 6182-2/3/4 may be installed unless the unit has been modified in accordance with BAE Systems SB 32-JM5414 and APPH SB 32-77 (Requirement 4). The AD also records that aircraft incorporating the JM5414 modification with Strike-off 4 are not required to comply with Requirements 1 or 2 (first paragraph of Requirements). The AD refers to EASA AD 2009-0135 and supersedes UK CAA AD G-2004-0029 (Requirement 4 note).
