What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) concerning Kawasaki BK 117 series helicopters and specific main rotor blade part numbers. Mechanically, it requires two principal actions. First, operators must revise the applicable KHI-BK117 Maintenance Manual to specified revision levels: Revision No. 14 (or later approved revision) for Models KHI-BK117, BK117A-3, BK117A-4, BK117B-1, BK117B-2, and Revision No. 2 (or later approved revision) for Model KHI-BK117C-1 (Requirement 1). Second, operators must perform inspections for bulging on the upper and lower surfaces of the main rotor blades in the area of the outboard lead balance weight, in accordance with the revised maintenance manual and at the intervals specified therein (Requirement 2). If an inspection produces results that exceed the allowable limits specified in the revised maintenance manual, the AD requires operators, before further flight, to contact KHI Customer Service for technical advice (Requirement 2).
The AD sets an operational compliance trigger: unless Requirement 1 has already been accomplished, the revisions and initial inspection must be completed before further flight after 18 December 2008. Thereafter, inspections must continue as specified in the revised maintenance manual (Compliance). The document records that this Amendment (Amendment 6) becomes effective on 18 December 2008 and is issued by a CASA delegate (signed by David Villiers on 28 October 2008). The AD expressly cross-references Kawasaki Service Bulletin No. KSB-117-115A-1 dated 11 September 2008, and JCAB AD TCD-4114A-1-2008 as related documents (Notes to Requirement 2).
The AD’s background states that it was issued in response to incidents, and that the manufacturer recommended immediate inspections for bulging in the specified blade area. The amendment history summarises prior amendments that adjusted applicability by adding or excluding part numbers, transferred inspection requirements into the KHI maintenance manual, and introduced additional inspections. The original AD became effective 13 October 1994; Amendment 6 reflects a revision of the related JCAB AD specifying part numbers of affected main rotor blades (Background; Amendment history).
