What it does
This instrument is an Airworthiness Directive (AD) titled AD/JBK 117/29, dated 10/2008 and issued by the Civil Aviation Safety Authority (Delegate James Coyne, signature dated 25 July 2008). It mandates a physical modification to the cyclic stick locking/centering device on a defined subset of Kawasaki BK 117 C-2 helicopters and requires a corresponding amendment to the Rotorcraft Flight Manual (FLM). The directive identifies affected helicopters by serial number (S/N 4001-4003 and 4005-4013 inclusive) (Applicability). The modification required is the removal of the slide and spring from the cyclic stick cantilever, to be done in accordance with Kawasaki Service Bulletin (SB) No. KSB-117-294 dated 9 July 2008, or a later Japan Civil Aviation Bureau (JCAB) approved revision (Requirement). The AD also requires insertion into the FLM of a specific crew note describing the new centring and pre-start procedure, or the use of FLM pages supplied by Kawasaki (Requirement).
The AD sets a short compliance window: operators must complete the modification and FLM amendment within 30 days after the AD’s effective date, unless already accomplished (Compliance). The AD became effective on 25 September 2008 (Compliance). The Background section states the safety rationale: there were several reported cases where take-off was executed with a locked cyclic stick, and a locked cyclic stick may lead to loss of control. The AD’s stated technical effect is that, after the modification, locking of the cyclic stick is no longer possible and the cyclic stick can only be centred in its neutral position (Background; Requirement).
The AD expressly cross‑refers to JCAB AD TCD-7302-2008 dated 15 July 2008 (Note). It states one method of complying with the FLM amendment requirement is to insert a copy of the AD into the FLM, or to use Kawasaki-supplied FLM page(s) (Requirement). The AD identifies the operative technical action, the documentation change, the affected fleet, the time limit for compliance and the safety incidents that motivated the measure.
