What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) addressing the aileron control tube (also called the aileron control torque tube) on a set of type‑certificated Jabiru/Avtech aeroplane models. The AD requires: (1) inspection of the aileron control tube in accordance with Jabiru Service Bulletin JSB 042‑1, as in force from time to time; (2) reporting the results of that inspection to CASA via the Defect Report System; and (3) taking corrective action in accordance with JSB 042‑1 if any cracking is found. These three obligations appear together under the heading "Requirement" in the AD (Requirement: 1, 2, 3). The AD became effective on 21 March 2021 (Compliance: This Airworthiness Directive becomes effective on 21 March 2021), and it was signed by David Charles Punshon, Delegate of CASA on 10 February 2021 (signature block).
Mechanically, the AD alters ongoing maintenance and reporting obligations for operators of the listed type‑certificated Jabiru models by imposing a mandatory inspection regime tied to JSB 042‑1, a reporting obligation to CASA, and a mandatory remedial step on discovery of cracking (Requirement; Compliance). The AD also makes explicit that the referenced service bulletin must be followed “as in force from time to time”, which the AD states requires compliance with the most recent version of JSB 042‑1 (Requirement Note 2). The AD’s Background section describes the triggering safety event: a fracture failure of an aileron control tube during a landing roll on a Jabiru 160C, and explains the safety consequence the directive seeks to prevent , a complete failure “may result in loss of the pilot’s primary lateral and pitch controls” (Background).
The AD identifies particular models by model codes (UL‑C, UL‑D, J160‑C, LSA 55/2K, LSA 55/2J, Jabiru ST, LSA 55/3J and Jabiru ST3) and limits applicability to type‑certificated aircraft (Applicability). It also draws a distinction for light sport aircraft which, according to the AD, are not subject to this AD but are subject to a Manufacturer’s Safety Direction; accordingly the AD includes only the type‑certificated models in its applicability (Requirement Note 1). The AD requires operators to report inspection results to CASA using the Defect Report System (Requirement 2), and to perform the inspection and follow corrective action per JSB 042‑1 (Requirement 1 and 3).
