What it does
This instrument (AD/INST/57, 13/2008) prescribes mandatory airworthiness actions for specific Harco Labs pitot/angle of attack (AOA) probes. The instrument applies to Harco Labs probe part numbers (P/N) 100435-39, 100435-39-001, 100435-40 and 100435-40-001 with serial numbers 740000 through 799999, as stated under Applicability. The Directive identifies where those probes are known to be installed, including Eclipse Aviation Company Model EA500 aeroplanes with serial numbers 000001 through 000189 if the affected probe was installed at manufacture, and any aeroplane of any serial number where an affected probe was installed in the field.
Mechanically, the Directive imposes the following sequence of actions, labelled as Requirements 1 through 6 in the instrument text. Requirement 1 mandates a logbook check of maintenance records to determine whether any affected pitot/AOA probe (the specified P/Ns with affected serial numbers) is installed. If the check positively identifies that all installed probes of those P/Ns are not of the affected serial-number range, no further action is required. The instrument expressly permits the owner/operator holding at least a private pilot licence to perform the logbook check and to make the logbook entry evidencing compliance.
If the logbook check is inconclusive or an affected serial-number probe is found, Requirement 2 compels the owner/operator to incorporate two specific AFM Limitations: “Operate Only under Day Visual Flight Rules (VFR)” and “File Only a VFR Flight Plan.” Inserting a copy of the Directive into the AFM satisfies Requirement 2. The instrument permits an owner/operator holding at least a private pilot licence to insert the information into the AFM and record compliance in the aircraft logbook.
Requirement 3 requires heater-performance testing of the pitot/AOA probes if any affected serial-number probe is installed or the serial number cannot be positively identified. The tests must follow either Eclipse Aviation Alert Service Bulletin SB 500-34-019, Rev C, dated 20 August 2008 for probes on Eclipse Model EA500 aeroplanes, or Harco Labs Service Bulletin SB-34-10-10-001, Revision F, dated 19 August 2008 together with Harco Pitot AOA Probe Internal Tubing Heater Verification Test Procedure P1149, Rev E, as referenced in Appendix A of that Harco service bulletin. Completion of Requirement 3 with all probes passing terminates the Requirement 2 AFM operational limitations.
