What it does
This instrument is an Airworthiness Directive (AD/INST/42), issued under the Commonwealth of Australia (Civil Aviation Regulations 1998), Part 39-107 by the Civil Aviation Safety Authority. Mechanically, it does two things.
First, it mandates replacement of certain Allied Signal Bendix/King KSA-470 autopilot servo actuators (part numbers 065-0076-10 through 065-0076-15, serial numbers 0001 through 3081 inclusive) with an actuator that incorporates “Mod 3”, carried out “in accordance with procedures in the applicable maintenance manual” (Requirement 1). Second, it prohibits the installation, on any aeroplane, of any actuator listed in the applicability statement that “has not had Mod 3 incorporated” as of the effective date of the directive (Requirement 2). The directive sets timing: replacement must be completed “within the next 100 hours time in service after the effective date of this directive” (Compliance 1), and the installation ban applies “as of the effective date of this directive” (Compliance 2). The directive became effective on 18 June 1998.
The AD supplies an express safety rationale in its Background section. The FAA had received two reports of affected actuators containing loose roll pins within the servo housing; loose pins could fall out and lodge in the output shaft, preventing disengagement of the mechanism. The prescribed action , replacement with a Mod 3 actuator , is intended “to prevent such an occurrence, which could result in an increased effort by the pilot to control the aircraft and possible loss of control of the affected flight control axis.” The text also cross-references FAA AD 98-08-20 Amdt 39-10469.
In practical terms the directive converts an identified manufacturing/assembly defect (loose roll pins in the servo housing) into a mandatory retrofit/parts-control requirement with two binding operational effects: (a) affected installed actuators must be replaced or modified per Mod 3 within a short flight-time window (100 hours TIS); and (b) spares or replacements that do not incorporate Mod 3 are barred from installation on any aircraft from the effective date.
