What it does
This instrument is an Airworthiness Directive (AD) applying to specified McDonnell Douglas (Hughes) and Kawasaki Model 369 series helicopters that are fitted with particular tail rotor blade part numbers. Mechanically, it mandates the removal and inspection of each affected tail rotor blade assembly, a visual inspection of the bore of the blade root fitting for a "smooth radius", and replacement of any blade assembly that does not exhibit that smooth radius before the helicopter may next fly. The AD takes effect 1 May 2007 and requires compliance "before further flight after 1 May 2007" (Compliance). It also expressly prohibits special flight permits to ferry affected helicopters to achieve compliance (Requirement, Note 1).
The AD identifies the precise models and part numbers in scope under "Applicability": Model 369, 369A, 369H, 369HM, 369HS, 369HE, 369D, 369E, 369F, and 369FF helicopters, equipped with tail rotor blade part number 369A1613, 369D21606, 369D21613, 369D21615, or 421-088, all dash numbers. The procedural steps for removal, inspection and replacement are not set out in full text in the AD itself; instead the AD binds operators to follow the Accomplishment Instructions and Identification sections of the applicable MD Helicopters service bulletin (SB369H-247, SB369D-204, SB369E-099, or SB369F-084, dated 26 April 2007), referencing specific paragraph ranges and figures (Requirement).
A brief factual background is stated: the FAA received a report of an accident following the loss of a tail rotor blade, and the AD identifies the risk as "failure of a tail rotor blade and subsequent loss of control of the helicopter" if the condition is not corrected (Background). The AD is issued under the authority of the Civil Aviation Safety Authority, signed by a delegate (David Villiers) on 30 April 2007, and carries identifying references AD/HU 369/117 and 7/2007 TX.
