What it does
This instrument is Civil Aviation Safety Authority (CASA) directive AD/HU 369/108 Amendment 3, relating to McDonnell Douglas (Hughes) and Kawasaki 369 series helicopters, specifically Model 600N machines. Mechanically, it imposes mandatory technical actions by reference. The directive states a Requirement: "Action in accordance with the technical requirements of FAA AD 2008-20-05Amdt 39-15684" and specifies that compliance is "As specified in the Requirement document." The Amendment becomes effective on 12 February 2009 and is signed and dated by a CASA delegate (David Villiers, 5 December 2008).
The instrument narrows its applicability to Model 600N helicopters with serial numbers that have a prefix "RN" and number 003 through 058, but only those that have not already been modified in the fuselage aft section "to strengthen the tailboom attachments and longerons in accordance with MD Helicopters Technical Bulletins TB600N-007, TB600N-007R1, or TB600N-007R2, or a later FAA approved revision" (Applicability).
Substantively, Amendment 3 adds or consolidates a set of technical tasks described in the Background: modifying the fuselage aft section, repetitively inspecting tailboom attachment fittings, installing inspection holes and attachment bolt washers, modifying both access covers, and replacing broken attachment bolts. The Background also records the safety concern that prompted the AD: the FAA received a report of a cracked tailboom attachment bolt and subsequently found cracking on bolts and attachments on several other helicopters, a condition which "could result in failure of a tailboom attachment, loss of the tailboom, and subsequent loss of control of the helicopter."
In short, the CASA directive requires owners/operators of the specified Model 600N helicopters that are not already modified per the listed MD Helicopters technical bulletins to carry out the technical measures set out in FAA AD 2008-20-05Amdt 39-15684. The AD itself delegates the technical content and compliance timing to that FAA AD, and records that Amendment 3 updates the previous amendment requirements.
