What it does
This Airworthiness Directive (AD), issued by the Civil Aviation Safety Authority and effective 3 August 2006, mandates inspection and rectification work on the DA-A panel bus bars for a defined subset of Raytheon Model Hawker 800XP aeroplanes. The AD identifies the affected aeroplanes by serial number and sets two operational requirements. Requirement 1 compels a detailed inspection of the four bus bars in the DA-A panel to confirm that the bus bars "match the panel configuration and clearance is adequate between the bus bars and adjacent components," to be performed in accordance with the Accomplishment Instructions of Raytheon Service Bulletin (SB) SB 24-3745, Revision 1, dated September 2005. Requirement 2 requires completion of any corrective actions specified by SB 24-3745 Revision 1 for any discrepancies discovered during the Requirement 1 inspection.
The AD defines the timing for compliance: the inspection under Requirement 1 must be completed within 30 days after the Directive’s effective date and any corrective actions mandated by Requirement 2 must be carried out before further flight after the Requirement 1 inspection. The instrument explicitly accepts inspections already accomplished before the effective date if they were performed in accordance with Raytheon SB 24-3745 dated September 2005. It also accepts later revisions of SB 24-3745 provided those revisions have been approved by the United States Federal Aviation Administration (FAA) as an Alternate Method of Compliance (AMOC) to FAA AD 2006-11-07. The AD records its regulatory provenance in the Background section: the FAA had received two reports of inadequate clearance between bus bars, and the stated purpose of the Directive is to prevent insufficient electrical isolation and consequential inability to isolate bus bars in emergency situations involving dual generator failure, which the Background says could lead to extra loads on the main ship batteries and loss of power to the main essential bus. The AD was signed by James Coyne, Delegate of the Civil Aviation Safety Authority, on 22 June 2006.
