What it does
This Airworthiness Directive (AD/GENERAL/86, also referenced as 16/2013) directs operators to check for, and where necessary repeat, ultrasonic non-destructive inspections that were carried out by Darwin Inspection and Testing Service (DITS) during a defined historical window. The AD applies to all aircraft and any aeronautical product fitted to the aircraft if ultrasonic inspection work by DITS occurred between 1 January 2010 and 8 February 2013, the “nominated period” stated in the Applicability block. The AD becomes effective on 2 August 2013. The directive sets three sequential operational obligations: (1) review aircraft records to determine whether DITS carried out ultrasonic inspections in the nominated period, (2) where records show DITS performed such inspections during that period and no repeat inspection has since been completed by an authorised person, repeat the ultrasonic inspection tasks, and (3) if a defect is identified during any such re‑inspection, submit a defect report to CASA noting this AD. The AD prescribes time limits measured from its effective date: Requirement 1 must be done within 7 days after the effective date, Requirement 3 (the repeat inspections) within 30 days after the effective date, and Requirement 4 (defect reporting) within 2 days after accomplishing the inspection. The AD is signed by Nicholas Ward, Delegate of the Civil Aviation Safety Authority, dated 31 July 2013. The Background block explains CASA’s motivation: CASA identified that, during the nominated period, DITS carried out ultrasonic inspections using non‑authorised personnel, CASA could not establish that those inspections met an acceptable standard, and the organisation could not provide suitable records identifying the work done. The AD notes CASA’s understanding that some operators have already repeated some tasks using authorised personnel, and therefore those tasks do not need to be repeated again.
