What it does
This Airworthiness Directive (AD/GAF-N22/69 Amendment 6) mandates inspection and modification work on GAF Nomad N22 and N24 series aeroplanes to address aileron flutter risk associated with excessive flexibility in the outboard flap mechanism. The AD applies to all Model N22 and N24 Series aircraft (Applicability). It requires two actions: first, action in accordance with ASTA Nomad Alert Service Bulletin ANMD-57-18 Issue 1 dated 14 August 2006; second, incorporation of ASTA Nomad Alert Service Bulletin ANMD-27-53 dated 20 February 2008 (Requirement). The AD states that incorporation of ANMD-27-53 cancels the limitations imposed by ANMD-57-18 and is terminating action for the AD (Requirement).
Compliance timings are explicit and date-linked. Requirement 1 (ANMD-57-18 action) had to be completed within 50 hours time in service after 26 October 2006 or before 26 November 2006, whichever came first. Requirement 2 (ANMD-27-53 incorporation) was required before 30 June 2010 (Compliance). The Amendment itself became effective on 22 October 2009 (Compliance; header and signature block). The AD was issued by the Civil Aviation Safety Authority delegate and dated 10 September 2009 (signature block).
Mechanically, the AD removes earlier temporary operating limitations only upon completion of the permanent modification (ANMD-27-53). The background section explains the causal chain the manufacturer reported: a possible accident involving aileron flutter with flaps at 38 degrees, combined with other flutter incidents, led to the precautionary ANMD-57-18 limitation; after investigation, the manufacturer issued ANMD-27-53 to modify flap actuation linkages to restore rigidity to the outboard flap and therefore the aileron (Background). The AD thus converts the manufacturer’s investigation and service bulletins into mandatory regulatory action for the specified fleet.
