What it does
This instrument, AD/GA8/5 Amendment 4 (dated 10/2010), requires affected operators to carry out the inspection and corrective actions set out in Gippsland Aeronautics mandatory service bulletin SB‑GA8‑2002‑02, Issue 6, dated 21 April 2010. The AD does not itself reproduce the inspection methodology, intervals or illustrations. Instead it directs that "Accomplish the requirements of Gippsland Aeronautics mandatory service bulletin SB‑GA8‑2002‑02, Issue 6, dated 21 April 2010" and further specifies that "Accomplish the requirements (Instructions 1 to 5) in accordance with the applicability matrix in Table 1 of the service bulletin" (Requirement).
Applicability is stated precisely in the AD: it applies to "All GA8 aircraft serial numbers GA8‑00‑004 and above, and GA8‑TC 320 variant, all serial numbers" (Applicability). The AD becomes effective on 19 May 2010; it is signed by Mike Higgins, Delegate of the Civil Aviation Safety Authority, on 11 May 2010 (signature/date block; Compliance: effective date).
The AD’s stated technical target is the horizontal stabiliser assembly. The Background section explains the safety concern that prompted the AD: inspection of a high‑time aircraft revealed "cracks in the Horizontal Stabiliser rear spar splice plate and inboard main ribs around the area of the Horizontal Stabiliser rear pivot attachment" and noted "failure of some attach bolts in service may be due to improper assembly" (Background). The AD therefore tasks operators to follow the service bulletin’s inspection instructions to detect and deal with those defects.
Mechanically, the AD delegates the content of mandatory work to the manufacturer’s service bulletin by reference, and makes compliance contingent on following Instructions 1-5 according to the service bulletin’s applicability matrix (Requirement; Applicability). The AD replaces or amends earlier versions; the original issue was effective 15 February 2007, and a previous amendment became effective 13 April 2010 (Background). The AD also records that earlier amendments added the GA8‑TC 320 variant and added inspection requirements for horizontal stabilisers fitted with load‑transferring fittings; it explains why the AD now refers to the service bulletin without reproducing its diagrams and photographs (Background).
