What it does
This instrument is Airworthiness Directive AD/G1159/45 Amendment 1, issued by the Civil Aviation Safety Authority (CASA) on 4 May 2006 and effective from 8 May 2006. It requires the operator of each affected Gulfstream aeroplane to revise the Limitations section of the applicable Aircraft Flight Manual (AFM) by inserting a specific revision listed in either Table 1 or Table 2 of the directive. The Tables cross reference specific AFM document numbers and revision dates to four aeroplane models: GIV-X, GV-SP, and their commercial variants G350, G450, G500 and G550. The directive operates as an interim measure. The background states that an in-flight event occurred on a GV-SP in which all four cockpit flight panel display units blanked simultaneously and did not recover until the flight crew pulled circuit breakers associated with the displays. Ground tests reproduced the failure and investigation identified discrepancies in the reversion logic of the advanced graphic modules. The directive itself does not mandate a hardware modification. Instead it mandates a procedural change incorporated into the flight manual that tells the flight crew what to do when the displays blank or malfunction. The requirement is that any subsequent AFM revision must preserve the identical procedures. By adopting this format CASA shifts the immediate safety response from a costly retrofitted hardware solution to a low cost paper based update that changes crew behaviour. The directive also expressly accepts Joint Aviation Authority (JAA) Gulfstream AFM revisions as an alternative means of compliance, which avoids duplication for operators already holding JAA approved manuals. The directive is issued under delegation from the CASA Chief Executive Officer and notes the parallel FAA Airworthiness Directive 2006-04-13 R1 Amendment 39-14560. Mechanically the instrument does two things: it imposes a positive duty to insert a defined flight manual revision within 10 days, and it freezes that procedure as a permanent feature of the AFM Limitations section in any later revision.
