What it does
This Airworthiness Directive (AD) requires the identification and removal of certain Meggitt Safety Systems Model 602 smoke detectors and their replacement with modified units. The AD applies to Meggitt Model 602 smoke detectors "approved under United States Federal Aviation Administration (FAA) Technical Standard Order (TSO) TSO-C1c" and having part numbers shown as "Current Part Number" in Meggitt Service Information Letter (SIL) 8930-26-01, Revision C, dated 25 May 2005, when installed on specified transport category aeroplanes. The AD sets two discrete requirements. Requirement 1 mandates replacement of affected smoke detectors "with a modified smoke detector, in accordance with Meggitt SIL 8930-26-01, Revision C" if not previously accomplished. Requirement 1 carries a compliance time of "within six months after the effective date of this Directive." Requirement 2 prohibits installation of the affected detector parts, stating that Meggitt Model 602 detectors with any P/N 8930-( ) identified as a "Current Part Number" in the SIL "may not be installed on any aeroplane as either an initial installation or as a replacement spare" as of the effective date. The AD becomes effective on 11 May 2006 and was issued by the Civil Aviation Safety Authority (CASA) delegate, James Coyne, on 29 March 2006. The background provided by the AD explains the operational safety trigger: the FAA advised that certain Model 602 detectors can "lock up" during electrical power transfer from the auxiliary power unit to the engines, creating a risk that flight crew would not be alerted to a fire. The AD accepts earlier versions of the Meggitt SIL (original issue dated 8 November 2004; Revision A dated 8 November 2004; Revision B dated 19 January 2005) for replacements already accomplished before the effective date. The AD also records that "Later revisions of the above SIL, approved by the FAA as an Alternate Method of Compliance (AMOC) to FAA AD 2006-04-04, are considered acceptable for compliance with the equivalent Requirements of this Directive" and references FAA AD 2006-04-04 Amdt 39-14485.
