What it does
This Airworthiness Directive (AD/FMS/3 Amdt 1) is a mandatory safety instrument issued by the Delegate of the Civil Aviation Safety Authority on 24 April 2009, effective 4 June 2009. It addresses a specific unsafe condition in Honeywell NZ‑2000 navigation computers and IC‑800 or IC‑800E integrated avionics computers that serve flight management systems (FMS). The unsafe condition is a software design error introduced during a previous software modification. That error causes the FMS computed position to shift without annunciation when the number of inertial reference units (IRUs) supplying data changes from three to two, two to one, two to three, or one to two. If the FMS is coupled to an autopilot or flight director, the position shift can induce uncommanded deviations from the intended flight path. If the flight crew does not detect those deviations, terrain or traffic avoidance may be compromised. The Directive imposes three sequential requirements. First, within 14 days of the effective date, operators must determine whether their installed computers have part numbers and software modification levels listed in Honeywell Technical Newsletter A23‑6111‑008, Revision 001, dated 22 February 2007. Aircraft with those computers are termed “affected aeroplanes.” Second, for any affected aeroplane, operators must revise the Limitations Section of the applicable Aircraft Flight Manual (AFM) within 14 days. The revision must incorporate the information in Appendix A of the same newsletter. This may be done by inserting a copy of Appendix A into the AFM. Third, within 12 months of the effective date, operators must upgrade the software in the IC‑800 or IC‑800E integrated avionics computer and the NZ‑2000 navigation computer, using the specific Honeywell Alert Service Bulletins (ASBs) listed in Table 1. After the software upgrade is completed, the first two requirements are no longer necessary and the AFM revision may be removed. The Directive also provides that actions accomplished before the effective date per an earlier service bulletin (Honeywell SB 7017300‑22‑A6112, dated 22 June 2007) are acceptable for the IC‑800/IC‑800E upgrade. Later revisions of the listed service bulletins, if approved by the US Federal Aviation Administration as an Alternate Method of Compliance to FAA AD 2009‑08‑01, are also acceptable. The original issue of this Directive became effective on 18 April 2007 and required only the identification and interim AFM revision. This Amendment continues those requirements and adds the terminating action (the permanent software fix). It also expands applicability to include the IC‑800E integrated avionics computer and removes the Hawker 800XP and 1000 models from the list of possible affected aeroplanes. The Directive thus moves from an interim risk mitigation (crew warning via AFM revision) to a permanent corrective action (software upgrade) while preserving the interim steps until the upgrade is done.
