What it does
This instrument is an Airworthiness Directive (AD) directed at Fokker F50 (F27 Mark 050 and Mark 0502) aeroplanes that are equipped with Honeywell International (Grimes Aerospace) Passenger Service Units (PSU) part number 10-1178-XX. It requires maintenance action in two linked steps. First, operators must inspect the affected PSU panel interface connectors in accordance with Section 3, Accomplishment Instructions, of Fokker Service Bulletin SBF50-25-061 dated 31 March 2006 or a later EASA approved revision (Requirement 1). Second, if the inspection finds any discrepancy, the discrepancy must be rectified in accordance with the same Section 3 of SBF50-25-061 or a later EASA approved revision (Requirement 2). The AD specifically identifies replacement of affected PSU Panel J1 and J2 interface connector gaskets where necessary as the corrective measure (Requirement paragraph and background text). Compliance timeframes are set: the inspection must be completed within 36 months after the Directive’s effective date, and any rectification identified by that inspection must be carried out before further flight after the inspection (Compliance). The Directive became effective on 31 August 2006 and is dated 21 July 2006, signed by James Coyne, Delegate of the Civil Aviation Safety Authority.
The AD is grounded in a factual safety finding in the Background section: an operator of a Fokker 100 observed PSU electrical connectors that did not lock properly. The investigation identified gasket thickness tolerance within PSU connectors as the root cause of inadequate locking, which could allow overheating, electrical arcing and PSU panel failure with smoke emission. The Background reports that the manufacturer narrowed gasket thickness tolerances to remediate the cause. The AD states that PSU panels installed in Fokker 50 aeroplanes are similar to those fitted to the Fokker 100, and that an unsafe condition identified on the Fokker 100 is likely to exist or develop on the Fokker 50 type design; the Directive therefore mandates inspection and, as necessary, replacement of affected gaskets.
