What it does
This Airworthiness Directive (AD/F50/93) mandates inspection and replacement procedures for propeller blade de-icer overshoes (boots) on a specific subset of Fokker F50 (F27 Mark 050 series) aeroplanes, and prohibits the continued use of a particular adhesive in fitting those de-icer boots. Mechanically, it does four things, as set out under the heading "Requirement" in the AD:
- It requires operators to check maintenance records within a short window to establish whether Minnesota Mining and Manufacture Co. (3M) 1300L adhesive has been used to fit de-icer boots. If records show that Bostik 2402 adhesive was used, no further action under the AD is required (Requirement 1).
- If 3M 1300L has been used, it requires an inspection of the propeller blade de-icer assembly in accordance with Dowty Propellers Service Bulletin (SB) F50-61-158 dated 30 September 2005 or a later EASA-approved revision (Requirement 2).
- It requires replacement of any de-icer boot showing signs of lifting or bubbling, using Dowty Propellers Specification PS 5723 (attached to the SB as Appendix 1), latest revision (Requirement 3).
- It prohibits the use of 3M 1300L adhesive to fit de-icer boots on the listed aircraft from the effective date of the AD (Requirement 4).
The AD establishes mandatory compliance windows (under the heading "Compliance"): the record check must be done within 30 days after the directive’s effective date (Compliance 1); the inspection, where 3M adhesive has been used, must be carried out within the next 650 flight hours and repeated at intervals not exceeding 650 flight hours (Compliance 2); any affected de-icer boot found with lifting or bubbling must be replaced before the next flight (Compliance 3); and the ban on 3M 1300L applies from the effective date (Compliance 4). The AD becomes effective on 16 March 2006 (stated under Compliance).
