Plain English Summary

The directive requires operators of Fokker F28 aeroplanes fitted via STC ST01004NY with cargo straps (part 1519-MCIDS) to revise the Aircraft Flight Manual and Weight & Balance Manual to ban using those straps as the sole means of securing cargo to TSO C90c/NAS3610 pallets; they may remain as supplemental restraints or be attached to aircraft floor fittings, and only within a 5,000 lb strap rating. The change is intended to correct an identified unsafe condition; operators must update manuals within 14 days of 1 December 2004 and change loading practice.
