What it does
This instrument is an airworthiness directive titled AD/F27/103 Amdt 8 that prescribes structural limitations and mandatory actions for a defined set of Fokker F27 series aeroplanes. Mechanically, it requires operators to inspect, modify or retire specific components according to three referenced documents: the Fokker Structural Integrity Program (SIP) Document 27438 Revision 14 and subsequent revisions; Dowty Rotol Service Bulletin No. 32-152B Revision 7 and subsequent revisions for main landing gear components; and Dowty Rotol Service Bulletin No. 32-154B Revision 4 and subsequent revisions for nose landing gear components. The AD also mandates retirement of the airframe before it exceeds 90,000 flights. The text expressly restricts the use of load variability factors derived from Fatigue Meter and operational records in connection with the SIP times unless there is specific approval from the Authority. Finally, it prohibits returning an aircraft to service with known unrepaired cracks without approval from the Authority or from the operator’s authorised structures design signatory.
The AD states compliance was unchanged from 25 May 1995 and that the Amendment (Amendment 8) became effective on 22 October 2009. Amendment 8 alters the Applicability to exclude the F27 Mk050(2) and Mk0604 models, updates the SIP revision status and permits reliance on subsequent revisions of the SIP and referenced service bulletins “to ensure continuity”, and removes references to two notes that had previously appeared. The instrument is signed by a delegate of the Civil Aviation Safety Authority, David Villiers, dated 9 September 2009. The AD also references Netherlands AD NL-1991-049 dated 7 June 1991 as a related note.
In short, the directive converts manufacturer and supplier structural documents and retirement limits into mandatory regulatory obligations for specified Fokker F27 model operators, establishes approval gates for certain fatigue or crack-related departures from the prescriptive measures, and updates who and which airframes are captured by the previous iterations of the AD.
