What it does
This Civil Aviation Safety Authority Airworthiness Directive (AD/F2000/29, 3/2008) mandates a wiring modification to the Generator Control Units (GCUs) on a defined subset of Dassault Aviation Falcon 2000EX aeroplanes. The directive applies to Falcon 2000EX aircraft serial numbers 1 to 107 inclusive, except those already modified by Dassault Aviation Falcon Service Bulletin (SB) F2000EX-141 dated 16 February 2007 or Revision 1 dated 26 November 2007 (Applicability). The required action is to "modify the Generator Control Units (GCU) electrical wiring as instructed in the accomplishment instructions of SB F2000EX-141 or later EASA approved revision" (Requirement). The AD becomes effective 13 March 2008 and requires compliance within the next 13 months after that effective date (Compliance).
The instrument identifies an operational safety risk discovered by the European Aviation Safety Agency (EASA): a Falcon 2000EX experienced a temporary loss of the four Electronic Flight Instrumentation System (EFIS) display units during approach, followed by a restart of the avionics. An initially discovered loose connection on the DC load distribution system was identified as the root cause of that event, and further analysis indicated that "large electrical transients on the essential bus bar may possibly cause simultaneous and temporary power shortage on both sides of the electrical system" (Background). The AD locates the mitigation in a wiring modification of the GCUs intended to increase the electrical system robustness and thereby prevent momentary EFIS data loss that could lead to a pilot's loss of situational awareness during initial climb or approach/landing (Background).
Mechanically, the AD converts the safety finding into a mandatory maintenance/modification obligation for the specified fleet. Operators of affected serial-numbered aircraft who have not already incorporated the specified SB must have the GCU wiring modification performed in accordance with the SB's accomplishment instructions or a later EASA-approved revision, within the 13-month compliance window. The AD also cross-references EASA AD 2007-0290 (Requirement note). The instrument is signed by the Delegate of CASA, Charles Lenarcic, and dated 23 January 2008.
