What it does
AD/F100/95 is an Airworthiness Directive issued by the Civil Aviation Safety Authority (CASA) under its powers under the Civil Aviation Act 1988 and the Civil Aviation Safety Regulations 1998. It mandates the removal and replacement of two specific types of fuel fire shut-off valve actuators on Fokker F28 Mark 0070 and Mark 0100 (F100) series aeroplanes with a newly designed actuator part number (P/N) 53-0027. The directive supersedes the earlier AD/F100/92, which had previously required the installation of the now-superseded P/N 53-0013 actuator after removing the original P/N 9409122 actuator. The unsafe condition identified is twofold. First, the original P/N 9409122 actuator is susceptible to freezing due to its position on the aeroplane, which can prevent the flight crew from closing the fuel fire shut-off valve during an engine fire. Second, the subsequent P/N 53-0013 actuator, introduced by AD/F100/92 to address the freezing issue, was later found by the manufacturer Eaton Aerospace to have manufacturing and design errors that could cause the top-cap to loosen and lead to actuator failure. AD/F100/95 therefore requires installation of P/N 53-0027, which eliminates both problems. Compliance is required within 15 months after the effective date of 24 September 2009 for the replacement requirement, and immediately from that date for the prohibition on installing P/N 53-0013 actuators. The directive provides two paths depending on the aeroplane's configuration: aeroplanes in pre-SBF100-76-018 configuration must remove P/N 9409122 and replace with P/N 53-0027 per Part 1A or 1B of the Accomplishment Instructions in Fokker Services SBF100-76-020; aeroplanes already in post-SBF100-76-018 configuration must remove P/N 53-0013 and replace with P/N 53-0027 per Part 2. The use of later approved revisions of the service bulletin is acceptable. After P/N 53-0027 actuators are installed, the requirements of AD/F100/84 (which concerned earlier actuator issues) no longer apply to those actuators.
