What it does
This airworthiness directive (AD) mandates inspections and staged replacements or modifications of the Elevator Booster Control Unit (BCU) on certain Fokker F100 / F28 Mk 100 series aeroplanes. The AD applies to all serial numbers of F28 Mark 0070 and Mark 0100 aircraft (Applicability). It requires a one‑time inspection of the Elevator BCU as set out in Part 1 of the Accomplishment Instructions of Fokker Service Bulletin SBF100‑27‑088 dated 4 June 2007 (Requirements 1 and 2). Depending on inspection results, it requires replacement of affected BCUs with units modified in accordance with Goodrich Component Service Bulletin (CSB) 23400‑27‑27 and Part 2 of the Fokker service bulletin (Requirements 3, 4 and 5). It prohibits the installation of unmodified Goodrich P/N 23400‑3B or 23400‑7 BCUs from 29 August 2012, and prohibits installation of Goodrich P/N 23400‑3 or 23400‑5 BCUs from 3 March 2014 (Requirements 6 and 7).
Mechanically, the AD imposes four kinds of actions: inspect, replace with modified units, progressively replace remaining unmodified units within set timeframes, and forbid installation of specific unmodified part numbers after specified dates. The AD accepts compliance using later approved revisions of the referenced documents (the use of later approved revisions is acceptable for compliance). The AD was amended as AD/F100/85 Amdt 1, with Amendment 1 effective 7 May 2009 and the original AD effective 25 October 2007. The AD states that EASA AD 2009‑0032 (17 February 2009) is referred to and that it supersedes EASA AD 2007‑0228 (Note).
The stated technical trigger is wear of the backlash remover mechanism in the Elevator BCU. The background states that excessive wear had been found several times and that the wear may result in a partly blocked operation of the elevator system in the normal hydraulic mode. The manufacturer Goodrich and Fokker agreed to a modification pursuant to Goodrich CSB 23400‑27‑27 and the Fokker service bulletin in order to detect and correct excessive wear (Background).
