What it does
This Airworthiness Directive, AD/F100/79 (9/2006), requires inspection and, where necessary, rectification of specific Passenger Service Unit (PSU) panel interface connectors on Fokker F100 (F28 Mark 0100) aeroplanes. The directive applies to aeroplanes fitted with Honeywell International (Grimes Aerospace) PSU part numbers 10-1178-XX series or 10-1571-XX series, except where the aeroplane has been modified in accordance with Fokker Service Bulletin SBF100-25-070 dated 15 March 1995 (Applicability). The technical work must be carried out in accordance with Section 3, Accomplishment Instructions, of Fokker Service Bulletin SBF100-25-108 dated 31 March 2006, or a later EASA approved revision (Requirement 1 and Requirement 2).
Mechanically, the Directive does three things. First, it requires an inspection of the affected PSU panel interface connectors to verify correct locking and gasket condition (Requirement 1). Second, if the inspection reveals any discrepancies, it mandates rectification in accordance with the same Section 3 instructions of the Service Bulletin (Requirement 2). Third, the Directive’s text specifically identifies replacement of the affected PSU Panel J1 and J2 interface connector gaskets as the remedial action where necessary (see the paragraph starting "Since an unsafe condition has been identified...").
The Directive sets explicit timing. The inspection must be completed within 36 months after the AD’s effective date. Any rectification required as a result of the inspection must be accomplished before further flight (Compliance). The AD’s effective date is 31 August 2006, and the document is dated 21 July 2006, signed by James Coyne, Delegate of the Civil Aviation Safety Authority.
The Directive references the Netherlands Civil Aviation Authority AD NL-2006-008 and EASA Approval 2006-0193, indicating coordination with EASA/Civil Aviation Netherlands material (Note and Background). It also records the manufacturer’s corrective action, narrowing the gasket thickness tolerances,to address the underlying manufacturing tolerance issue that caused connectors not to lock and could lead to overheating, arcing, PSU failure and smoke (Background). In short, the AD compels operators of affected F100s to inspect and, if needed, replace PSU connector gaskets using the specified Fokker service instructions within set time limits, with rectification required before further flight if problems are found.
