What it does
This instrument is an airworthiness directive (AD) issued by the Civil Aviation Safety Authority (CASA) under its delegated legislative power. It mandates a one‑time inspection of the clearance between fuel lines and hydraulic lines in the left‑hand and right‑hand main landing gear bays of Fokker F28 Mark 0070 and Mark 0100 series aeroplanes (commonly known as the Fokker 100). The directive requires operators to measure the gap between those lines. If the clearance is 3 mm or more in both bays, no further action is required and the aircraft may be returned to service. If the clearance is less than 3 mm, the operator must either (a) if chafing marks are present on the fuel lines, replace the affected fuel line and modify or readjust the attachment of both fuel and hydraulic lines; or (b) if no chafing marks are present, simply modify or readjust the attachment. The prescribed corrective actions must follow the detailed accomplishment instructions in Part 2 of Fokker Service Bulletin F100‑28‑041 dated 20 July 2005 or any later revision approved by the Netherlands Civil Aviation Authority (CAA‑NL). The AD became effective on 27 October 2005. The initial inspection must be accomplished within six months after that date. Any follow‑up corrective action identified during that inspection (i.e., where chafing is found) must be performed before further flight. If no chafing is found but the clearance is insufficient, the readjustment must be done within six months after the inspection. The AD therefore imposes a sequential compliance timeline: a one‑time inspection, then, depending on the findings, either immediate or deferred corrective action. Because the AD is a legally enforceable instrument, failure to comply is a breach of the Civil Aviation Act 1988 and associated regulations, exposing operators to enforcement action including civil penalties or suspension of airworthiness certificates. The AD is not discretionary; it commands a specific engineering check and rectification procedure, overriding any less rigorous operator maintenance schedule.
