What it does
This Airworthiness Directive (AD/F100/69 dated 9/2005) mandates a hardware modification and associated documentation changes for a defined subset of Fokker F28/F100 family aeroplanes. The directive applies to "Fokker Aircraft B.V. F28 Mark 0070 and Mark 0100 aircraft, all serial numbers equipped with Messier‑Dowty (formerly Dowty Rotol and Dowty Aerospace Gloucester) Main Landing Gear (MLG) units" (Applicability). It requires two primary actions.
First, Requirement 1 directs operators to "Replace each MLG wheel axle‑nut and spacer with an integrated axle‑nut/spacer assembly in accordance with the accomplishment instructions of Messier‑Dowty SB F100‑32‑72 dated 25 January 1995 or later CAA (United Kingdom) approved revisions." In other words, the AD makes the retrofit from separate axle nut plus spacer to a single integrated axle‑nut/spacer assembly mandatory, and it prescribes the Messier‑Dowty service bulletin as the means of compliance, subject to later UK CAA‑approved revisions.
Second, Requirement 2 requires amendment of the operator's technical documentation: "Amend the Aircraft Maintenance Manual (AMM) and Illustrated Parts Catalogue (IPC) in accordance with the instructions of Fokker Manual Change Notification - Maintenance (MCNM) F100‑033 dated 30 April 1999." That change aims to prevent future maintenance work reverting to the two‑piece axle nut and spacer configuration.
The AD sets time limits. Under Compliance it requires the hardware replacement "within the next 12 calendar months after the effective date of this directive." It requires the AMM/IPC amendment "prior to or at the same time as the replacement as required by Requirement 1." The AD's effective date is stated as 1 September 2005, and the directive was signed and issued by a CASA delegate on 21 July 2005.
The AD references other documents that "also pertain": Fokker 70/100 Service Letter (SL) 102 Revision 1 dated 12 February 1998; Fokker Services SB F100‑32‑096 Revision 2 dated 29 April 2005; and it notes Civil Aviation Authority Netherlands Airworthiness Directive NrNL‑2005‑008 refers. The AD includes a background narrative recording repeated incidents in which wheels fell off due to a missing spacer, the investigation that identified omission of the spacer as causative, earlier manufacturer guidance (Messier‑Dowty SB F100‑32‑72, 1995) and Fokker notification SB, and the continued occurrence of wheel loss incidents despite prior guidance. The AD therefore converts the recommended retrofit into a mandatory requirement and mandates documentation amendments to prevent reversion to the older assembly.
