What it does
This Airworthiness Directive (AD), identified AD/ERJ-170/15 and dated 5/2008, prescribes an inspection and remedial installation requirement for a specific component on a defined subset of Embraer ERJ-170 aeroplanes. Mechanically, it requires a general visual inspection (GVI) of the left-hand bulkhead blow-out panel in both the forward and aft cargo compartments to verify the presence of pressure equalisation valves part number (P/N) 120-48865-003. If either valve is missing, the AD requires installation of the missing valve(s) in accordance with Embraer Service Bulletin No. 170-21-0032, original issue, or a later revision only if that revision is approved by the Agência Nacional de Aviação Civil (ANAC). The AD supplies an explicit definition of what constitutes a GVI, including proximity, lighting and the possible need to remove or open access panels, use mirrors, and employ stands, ladders or platforms where necessary.
The AD applies only to Embraer ERJ-170 aircraft with the serial numbers listed under “Applicability”: S/N 17000002; S/Ns 17000004 thru 17000013; and S/Ns 17000015 thru 17000154 inclusive. The AD sets time limits for compliance in flight hours: the compliance box lists two items, with required accomplishment “within the next 500 Flight Hours (FH) after the effective date of this AD, unless previously accomplished”, and a second timing of “within the next 700 FH after the effective date of this AD.” The AD’s effective date is recorded as 8 May 2008 (the notice is signed 6 March 2008). The background provided by the issuer states that the absence of the pressure equalisation valve on the left-hand bulkhead blow-out panel had been observed and that this absence affects the “effectiveness of the fire detection, containment and suppression system.”
The AD cross-references a Brazilian ANAC AD (AGÊNCIA NACIONAL DE AVIAÇÃO CIVIL - BRAZIL AD 2007-11-01 dated 12 December 2007) and makes the installation contingent upon compliance with an Embraer service bulletin, or later revisions only if approved by ANAC. The text links a safety concern (fire system effectiveness) to a precise inspection and hardware-installation obligation for operators of the listed serial-number aircraft.
