What it does
This airworthiness directive (AD/EMY/2 Amdt 6) requires inspection and testing of life jackets and inflatable flotation devices that are installed, or intended to be installed, in aircraft where those items are not already covered by a System of Maintenance. The directive makes three concrete changes or prescriptions.
First, applicability is specified: it covers "all life jackets and inflatable flotation devices not subject to a System of Maintenance which are installed or intended to be installed in an aircraft" (Applicability). That wording captures installed equipment and items held for future installation.
Second, the directive mandates the nature and performer of the activity. It requires that devices be "inspect[ed] and test[ed] in accordance with requirements in instructions issued by the manufacturer" and that this work "is to be undertaken by an organisation approved for the purpose by the Authority" (Requirement). The manufacturer’s instructions are the substantive source of the inspection and test requirements, and the civil aviation regulator must approve the organisation doing the work.
Third, it fixes the compliance timing options. Compliance is to be in accordance with either (a) "the approved maintenance data" or (b) "within two years of date of manufacture and thereafter at intervals not exceeding one year" (Compliance). Amendment 6 expressly permits inspection intervals to follow manufacturer-approved data if that data allows a period greater than the two-year-from-manufacture plus annual thereafter regime (Background). The amendment becomes effective on 13 August 1998 (Effective date).
Mechanically, therefore, the AD places a mandatory inspection/test obligation on certain life jackets and inflatable flotation devices, channels the content of the inspections to manufacturer instructions and "approved maintenance data", requires the work be done by regulator-approved organisations, and sets two alternative compliance interval regimes (manufacturer-approved intervals or the default two-year/annual sequence). The directive also records that life jackets are treated as aircraft components (Background).
