What it does
This Airworthiness Directive (AD/EMB-145/8, 8/2008), signed by James Coyne as Delegate of the Civil Aviation Safety Authority (CASA) on 16 June 2008 and effective 31 July 2008, requires inspection and, where necessary, re-routing of wiring harnesses associated with the Fuel Quantity Indication System (FQIS) and the DC fuel pump on certain Embraer EMB-145 series aeroplanes. The Directive applies to EMB-145EP, EMB-145ER and EMB-145EU model aircraft (Applicability).
Mechanically, it imposes two mandatory steps. Requirement 1: perform a general visual inspection (GVI) of the FQIS and DC fuel pump harnesses for attachment conditions and proper segregation in accordance with Embraer Service Bulletin 145-28-0025, original issue, or later revisions approved by the Brazilian Agência Nacional de Aviação Civil (ANAC). The AD includes a detailed Note 1 that defines the scope and standard of a GVI. Requirement 2: if the inspection indicates any possibility of chafing between harnesses, between a harness and the airframe, or between a harness and a mechanical component, then reroute the DC fuel pump harness W505E by installing a tie-down strap, part number MS3367-1-9X, on both left-hand and right-hand sides, following the procedures in SB145-28-0025 or later ANAC-approved revisions.
Timing is prescribed. For Requirement 1, the compliance window is within the next 5,000 hours time in service after 19 April 2006 (the effective date of the original ANAC AD 2006-03-01). For Requirement 2 the AD mandates remediation "before further flight" after the inspection if the chafing possibility is found (Compliance). The AD explicitly notes ANAC AD 2006-03-01R1 (Note 2) and conditions use of the Embraer service bulletin to original issue or later revisions only if those revisions are approved by ANAC.
The stated safety premise in the Background is that improper segregation and attachment of the FQIS and DC fuel pump harnesses can lead to chafing and a potential ignition source in the vicinity of the fuel tanks; the Directive therefore mandates inspection and re-routing as described.
