What it does
This instrument is an Airworthiness Directive (AD) identifying cracking in the APU exhaust duct extension on certain Embraer EMB-135/145 family aeroplanes and imposing mandatory inspection and remedial measures. The directive applies to three specifically identified EMB-145 aircraft, serial numbers 145601, 145614 and 145626, where those aircraft are “fitted with APU cowling exhaust assembly P/N 145-52460-401, which forms part of APU cowling assembly P/N 145-52979-401” (Applicability). The directive prescribes a detailed visual inspection using a magnifying glass of at least 8X “in all APU exhaust gusset strap area, with emphasis in the spot weld points” and requires either replacement of the exhaust duct or cutting the damaged duct after the gusset strap area while “preserving all not affected welded points” if cracks are found (Requirement 1). It requires operators to repeat that inspection at intervals “not exceeding 50 flight operating hours” until the exhaust duct is replaced with another bearing having “a different P/N not affected by this AD” (Requirement 2 and Compliance). The initial inspection is required “within 50 flight hours after the effective date of this AD, unless previously accomplished” (Compliance). The AD becomes effective on 31 July 2008 (Compliance, effective date line). The written background states that “Two cases of cracks in the non-silenced APU exhaust duct extension have been found which could lead to a duct separation during flight” (Background). The AD directs that the “detailed instructions and procedures to accomplish this AD are described in the Embraer Alert Service Bulletin No. 145-49-A023, original issue, or further revisions approved by the CTA” (Requirement). The document is signed by James Coyne as “Delegate of the Civil Aviation Safety Authority” and dated 20 June 2008.
Mechanically, the AD does three things: it narrows the affected fleet by serial number and part-number fit, it prescribes a specific inspection method and frequency (8X magnifying glass, initial within 50 flight hours, repeat every 50 flight hours), and it prescribes two remedial options where cracks are found (replace with a bearing having a different P/N not affected by the AD, or cut the damaged duct after the gusset strap area preserving unaffected welded points). The AD further delegates the detailed tasking to an Embraer Alert Service Bulletin and requires any further revisions to that bulletin to be approved by the CTA. The AD also references a prior Brazilian AD (SERVIÇO PÚBLICO FEDERAL DEPARTAMENTO DE AVIAÇÃO CIVIL AD 2002-11-02 dated 28 November 2002) as related material.
