What it does
This Airworthiness Directive (AD), issued by the Civil Aviation Safety Authority (CASA) as AD/EMB-120/49 Amendment 1, mandates a specific set of actions concerning the Fuel Quantity Indication System (FQIS) on Embraer EMB-120 series aeroplanes. The directive requires operators to perform a functional check of the fuel quantity indication system using dripless measuring sticks when each tank contains at least 400 kg (882 lb) of fuel. The procedure involves executing task number 28-42-00 from one of the listed EMB-120 Aircraft Maintenance Manuals (AMMs) to determine the real fuel quantity in each tank. The operator must then compare the measured quantity with the readings from the master indicator and the repeater indicator for each tank. If the difference between the measured quantity and the indicated quantity is 60 kg (132 lb) or less, no further action is required. However, if the difference exceeds 60 kg on one or both tanks, the directive specifies corrective actions. For a difference exceeding 60 kg on both tanks, the FQIS indication must be corrected before the next flight after the functional check. For a difference exceeding 60 kg on only one tank, the operator may defer correction for up to 10 days, but only if three conditions are met: after each refuelling, the real fuel quantity in the affected tank must be determined using the measuring stick procedure; both fuel flow indicators must be operating properly; and the fuel used or fuel remaining functions of the totaliser must be operating properly. If any of these conditions are not met, the FQIS indication must be corrected before the next flight. Additionally, the initial functional check must be performed within 600 hours time in service (TIS) or 180 days after the effective date of the original issue (27 August 2009), whichever occurs first, and thereafter at intervals not exceeding 600 hours TIS or 180 days. This amendment corrects a typographical error in the numbering of the compliance statements from the original issue. The background notes that the Brazilian aviation authority ANAC identified that some fuel quantity probes may fail during the aeroplane's life, leading to an erroneous fuel quantity indication to the crew. That erroneous indication could cause the aeroplane to be operated with less fuel than indicated, potentially leading to an uncommanded in-flight shutdown of one or both engines due to fuel starvation. This AD therefore aims to ensure the accuracy of fuel quantity indications to prevent such safety risks.
