A CASA delegate enforces the AD under CASR 39.1(1). It matters because applicable owners/operators must carry out the mandated inspection (and any follow‑up actions specified in the AD) to address the delegate’s stated unsafe‑condition concerns, with associated compliance costs and obligations.
