What it does
This airworthiness directive (AD) amends AD/ECUREUIL/134 and imposes mandatory inspection, adjustment and marking requirements on specific APC (Aircraft Parts Corporation, currently UNISON) starter-generators installed on a defined set of Eurocopter AS350 / EC130 helicopters. The AD applies to Eurocopter AS 350 B, BA, BB, B1, B2, B3 and EC 130 B4 helicopters, all serial numbers, but only where they are equipped with ARRIEL engines and have APC starter-generators with Part Number (P/N) 150SG122Q or P/N 200SGL130Q without the “004” marking on their name plates (Applicability). The AD requires two discrete actions: 1) adjust and mark the APC starter-generator in accordance with the specific adjustment procedure set out in paragraph 2.B.2 of EUROCOPTER AS350 Alert Service Bulletin (ASB) No. 80.00.07 Revision 1 or EC130 ASB No. 80A003 Revision 1, as applicable to the helicopter version; and 2) a prohibition on installing any starter-generator with the affected P/N unless it has been adjusted and marked as required by the relevant ASB (Requirement).
Compliance timing is prescribed: the adjustment and marking must be accomplished within 110 flight hours or three months from the AD’s effective date, whichever occurs first, unless previously done (Compliance). The AD explicitly allows use of later revisions of the referenced ASBs for compliance. The AD became effective on 12 March 2009 and is issued as Amendment 1 to AD/ECUREUIL/134 (effective date and amendment information). The AD supersedes the earlier requirements and introduces a new adjustment procedure described by Eurocopter as more reliable and optimised for APC starter-generator performance (Background). The document also references EASA AD 2009-0027 (18 February 2009) and notes it supersedes EASA AD 2009-0004 (Note).
Mechanically, the AD changes maintenance practice by mandating a particular adjustment procedure and a visible marking as proof of compliance, and it bars installation of unadjusted, unmarked starter-generators carrying the affected part numbers. The stated airworthiness rationale in the AD is to address in-flight engine flame-outs traced to failure of the 41-tooth pinion in the engine accessory gearbox, a failure mode linked by Eurocopter investigations to an inoperative torque damping system on APC starter-generators caused by incorrect adjustment (Background).
