What it does
This Airworthiness Directive (AD/ECUREUIL/131 Amdt 1) is a mandatory regulatory instrument issued by the Civil Aviation Safety Authority (CASA) under the Civil Aviation Act 1988 and the Civil Aviation Safety Regulations 1998. Its operative effect is to require specific modification and inspection actions on certain Eurocopter AS 350 (Ecureuil) series helicopters to address reports of cracking in the stabiliser upper fin attachment spar. The AD compels owners and operators of the listed models to physically remove the upper and lower fins, increase the diameter of bolt holes on the tail boom fittings, replace standard bolts (part 22126BV060032L) and washers (23112AG060LE) with specially designed bolts (350A23-4016-20) and washers (350A23-4017-22), and for some B3 helicopters to also perform repetitive torque checks and splice inspections. The modification is designated MOD 073330 and is set out in Eurocopter Alert Service Bulletin ASB No. 55.00.16 Revision 1, or a later EASA approved revision. For AS 350 B3 helicopters that have not yet received MOD 073330, the AD imposes a two-stage compliance regime: some aircraft face immediate, short-deadline actions (within 15 flight hours) while others have up to 110 flight hours, but both must eventually accomplish the full modification. The AD also prohibits the installation of any upper or lower fin with the listed part numbers as a spare part after 31 March 2009 unless MOD 073330 has been incorporated. The instrument thus imposes a direct cost in parts and labour, creates grounding risk for those who cannot meet the tight deadlines, and locks operators into a specific technical path unless they obtain a CASA approved alternative means of compliance. It also supersedes earlier CASA directives AD/ECUREUIL/118 and AD/ECUREUIL/107 Amdt 1, and provides a terminating action: once MOD 073330 is done, the repetitive checks for B3 helicopters cease. The AD is effective from 26 February 2009 and is issued under the delegation of the CASA Director of Aviation Safety.
