What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) addressing a manufacturing non-conformity in certain GOODRICH main and tail rotor servo-controls fitted to Eurocopter AS 350B3 and EC 130B4 helicopters. The AD requires operators and operators’ maintenance organisations to: (a) inspect installed units and specified shelf stocks for part number (P/N) and serial number (S/N) identification; (b) remove from service any servo-controls whose P/N and S/N appear in paragraph 1.A of Eurocopter Alert Service Bulletin (ASB) AS 350 No. 67.00.40 and ASB EC 130 No. 67A010 as applicable (or later approved revisions); and (c) prohibit installation of servo-controls with those listed P/N and S/N unless they have been returned to conformity as detailed in the Eurocopter ASBs (Requirement paragraphs 1-3). The Compliance section sets staggered deadlines: the identification check is to be completed within two months of the AD’s effective date, removal from service within two years, and the installation prohibition applies from the AD’s effective date. The AD becomes effective on 7 June 2007 and expressly refers to EASA AD 2007-0099 dated 11 April 2007 (Compliance and Note).
Mechanically, the AD links the mandatory actions to Eurocopter ASBs (AS 350 No. 67.00.40 and EC 130 No. 67A010) and to a list of affected P/Ns and S/Ns specified in paragraph 1.A of those ASBs. It also requires inspection of servo-controls "on the shelves listed in paragraph 1.A of Eurocopter ASB AS 332 No. 67.00.37 or later approved revisions" (Applicability/Requirement text). The safety rationale stated in the AD’s Background is that a defective servo-control cap P/N 800137 was identified in a batch; the defect may allow continued rotation of the distributor sleeve, producing untimely servo-control movements and posing a risk of loss of control of the helicopter.
