What it does
This instrument is an airworthiness directive (AD) issued by the Civil Aviation Safety Authority (CASA) affecting EUROCOPTER EC 130 B4 helicopters that are fitted with specific twist-grip assemblies. The AD (AD/ECUREUIL/119 Amdt 2, effective 18 December 2008) imposes mandatory maintenance and installation controls on certain twist-grip assemblies identified by part numbers and serial-number ranges. Mechanically, it requires replacement of the drive tube in particular co‑pilot twist-grip assemblies, inspection/checking of bonding on specified pilot and co‑pilot twist-grip assemblies prior to installation, marking of the collective lever in accordance with a Eurocopter service bulletin, and a prohibition on installing certain assemblies unless those checks or replacements have been performed. The AD expressly accepts compliance by following the specified EUROCOPTER EC 130 Alert Service Bulletins (ASBs) and permits the use of later approved revisions of those documents for compliance.
The AD arises from an in‑service event during an autorotation training manoeuvre in which the engine stayed at idle even though the twist grip had been returned to the flight position, and an analysis attributed the event to failure of the twist-grip drive tube and the bonded attachment of the control pinion caused by non‑compliant surface preparation (Background). The AD therefore targets failure modes in the mechanical attachment and bonding between the drive tube and control pinion, and prescribes corrective actions and installation controls to remove or limit the affected parts from service, or to verify their bonding before fitting.
Who decides and when: the AD was issued by CASA and signed by James Coyne, Delegate of CASA (document date 6 November 2008); the AD sets effective dates for compliance (Compliance table) and for the amendment itself (18 December 2008). The AD also cross‑references European Aviation Safety Agency (EASA) ADs (EASA AD 2008‑0184 and supersedes EASA AD 2006‑0079) and Eurocopter ASBs (No. 76A002 and No. 76A001 Rev 1) for detailed procedures. The AD’s text includes explicit compliance intervals and prohibitions tied to part numbers and serial numbers; these are the operative obligations for affected operators.
