What it does
This instrument is an Airworthiness Directive (AD) directed at Eurocopter AS 350 (Ecureuil) series helicopters. Its mechanical effect is to require inspection and, where necessary, replacement or repair of the tapered housings of the main servo-controls because of reported cracking. The AD prescribes:
- which aircraft and servo-controls are in scope (Applicability);
- what actions must be taken (Requirement), including references to specific paragraphs of Eurocopter Alert Service Bulletin (ASB) No. 05.00.51 for how to inspect, mark and replace units;
- the time limits for those actions (Compliance), including an initial inspection window, interim inspection frequency if a repair is pending, and the deadline for replacement; and
- that the AD became effective on 6 March 2006 (signature by the CASA delegate and effective date are shown).
Textual sources for these mechanics are the AD sections labelled Applicability, Requirement, Compliance and Background in the instrument supplied. The AD further notes that EASA AD 2006-0055-E is referenced in its Note and that the ASB paragraphs to be followed are 2.B.2., 2.B.3., 2.B.4. and 2.A. The AD also specifies action for main servo-controls that are held as spares.
The AD operates as a compulsory technical directive from the Civil Aviation Safety Authority, signed by its Delegate, and therefore replaces discretionary maintenance practice for affected helicopters with a mandatory inspection, marking and replacement regime as specified. The AD does not itself reproduce the inspection procedures in ASB No. 05.00.51; it mandates compliance with particular paragraphs of that ASB.
Finally, the AD identifies the safety rationale: reported cracks in tapered housings could cause loss of attachment of a servo-control to the non-rotating swashplate and consequent loss of control of the helicopter (Background). The AD therefore prescribes detection (inspection), temporary risk mitigation (marking, increased inspection frequency), and permanent remediation (repair or replacement) within the stated time frames.
