What it does
This Airworthiness Directive amendment (AD/ECUREUIL/111 Amdt 1, dated 8/2006 DM) sets mandatory technical and operational requirements for specific Eurocopter AS 350 (Ecureuil) series helicopters equipped with particular Goodrich electric hoists, aimed at eliminating the risk of an untimely squib firing which could cause the hoist cable to be cut. The AD instructs operators and maintainers to perform four discrete actions where they have not already been done: 1) deactivate the hoist squib and affix placards in the cockpit and cabin near the hoist operator, following Eurocopter Alert Telex (AT) 25.00.94 paragraph 2.B; 2) comply with the operating instructions in AT 25.00.94 paragraph 2.D immediately after Requirement 1; 3) comply with the operating instructions in AT 25.00.94 paragraph 2.B prior to installing a hoist; and 4) modify the hoist electrical wiring by eliminating the ground from the hoist squib as specified in AS350 Alert Service Bulletin (ASB) 25.00.95 paragraph 2.B. The AD states defined compliance windows: Requirement 1 must be done before the next hoisting operation, Requirement 2 immediately after Requirement 1, Requirement 3 prior to installing a hoist, and Requirement 4 within 30 days after the Directive’s effective date or before installation of an unmodified hoist. The amendment expressly limits applicability where MOD 073318 has been embodied and permits the use of later revisions of the referenced service publications provided those revisions have EASA approval. The document records its provenance, including that the French Direction de L’Aviation Civile advised of the risk, that the original Directive became effective on 2 June 2005, and that this Amendment becomes effective on 28 June 2006. The AD also references EASA AD 2006-0164.
