What it does
This Airworthiness Directive (AD/DO 328/33) issued by the Civil Aviation Safety Authority (CASA) requires operators of certain Dornier 328-100 aeroplanes to take an immediate, short-term action to address a cabin pressurisation hazard and describes an alternative compliance path. Mechanically the Directive does two things.
First, it mandates installation of a placard on the Cabin Pressure Control System (CPCS) panel for aeroplanes without that placard where the aeroplane serial number (S/N) is 3005 to 3086 inclusive. The placard must be installed "in accordance with the Accomplishment Instructions of Dornier Service Bulletin SB-328-21-225, dated 27 June 1997" (Applicability; Requirement).
Second, it recognises an alternate method of compliance (AMOC): fitting a modified Pressurisation Control Unit (PCU), part number 22260A030201, as set out in Dornier Service Bulletin SB-328-21-261, dated 27 January 1999. The AD explicitly treats fitment of this modified PCU as "an optional alternate method of compliance" for S/N 3005 to 3086 inclusive, and also permits fitment of the modified PCU as optional for a specified set of later serial numbers (Note 2). Where the modified PCU is fitted, the placard must be removed (Note 3).
The Directive sets a compliance deadline: operators must comply "within 30 days after the effective date of this Directive." The AD becomes effective on 19 January 2006 (Compliance). The document identifies the safety concern prompting the action: the German Luftfahrt-Bundesamt (LBA) advised that during flight above flight level 250, a pressurisation drop of approximately 1 000 ft may occur for a short time in circumstances involving the pressurisation control set to MAN mode and switching back to manual mode (Background).
In short, this AD prescribes a short-term placarding mitigation for affected serial numbers and preserves a hardware modification route (PCU replacement) as an optional, more substantive remedy. The AD also clarifies the production status of later serial-numbered aeroplanes (Note 1) and cross-references the LBA AD 1997-242/3 (Note 4).
