What it does
This Airworthiness Directive (AD), AD/DO 328/20 Circuit Breaker Panels 10VE & 11VE Sealing, prescribes mandatory inspection and corrective work on specified circuit breaker panels fitted to Dornier Model 328-100 aeroplanes. The directive applies to aeroplanes of model 328-100 that have panel 10VE (all serial numbers up to and including 131) or panel 11VE (all serial numbers up to and including 133) installed (Applicability). It requires, in accordance with the Accomplishment Instructions of Dornier Service Bulletins SB-328-31-016 dated 2 April 1997, a visual inspection of panels 10VE and 11VE for damage or signs of burning (Requirement 1.a). If no damage or burning is found, the AD mandates installation of additional sealing at the contact points of the panel back lighting wires (Requirement 1.b). If damage or evidence of burning is found, the AD requires replacement of the panel and installation of the additional sealing, again following the service bulletin (Requirement 2). The AD imposes time-limited compliance: Requirement 1 must be completed within 30 days after the AD’s effective date and Requirement 2 must be completed before further flight after the inspection if damage is found (Compliance). The AD became effective on 19 January 2006 (Compliance), and it is signed by James Coyne, Delegate of the Civil Aviation Safety Authority, dated 29 November 2005 (signature block).
Mechanically, the instrument changes the maintenance and operational obligations of affected operators by converting a manufacturer service bulletin into a mandatory regulatory action for the specified serial-numbered panels. The required tasks are (a) a visual inspection for damage or burning, (b) the application of additional sealing at back-lighting wire contact points where no damage is found, and (c) panel replacement plus sealing where damage is found. The AD cross-references Dornier Service Bulletins SB-328-31-016 (2 April 1997) as the operative method for accomplishing the work, and it explicitly refers to LBA AD 97-136 in a note (Note). The stated background in the AD explains the safety rationale: the directive addresses damage caused by the accumulation of moisture and condensation and mandates sealing and replacement where necessary (Background).
