AD/DHC-8/8 Amdt 4 - Flap Drive and Torque Sensing Systems

The Directive operates through several mechanical and administrative concepts that determine scope, action and termination:

• Applicability by serial number and part number. The AD applies to "Model DHC-8 series, serial numbers 3 and subsequent, as indicated" and then narrows obligations by serial-number groupings in Parts I, II and III and through Table 1 which lists specific torque tube part numbers and series (e.g. P/N 734187 series 125 through 171; P/N 734378 series 129 through 150; and others). The operator must identify torque tubes falling within those P/N and serial ranges (Part I, Requirement 1.(a); Table 1).

• Re-identification as a gate. Table 2 lists the Sundstrand service bulletin numbers and the post-mod identification marking that, if already present on a torque tube, relieves an aircraft from further Part I action on that tube ("Torque tubes found to have been re-identified with the applicable service bulletin number do not require further action per Part I of this Directive." Part I, Requirement 1.(b)(i); Table 2). The Directive explicitly accepts marking the service bulletin number on the rod with indelible ink or on the identification plate adjacent to the part number as sufficient re-identification.

• Inspection methodology and thresholds. For torque tube splined couplings, the Directive requires removing the through bolt(s) and using a 10x magnifying glass to visually inspect the area around all holes for cracks (Part I, Requirement 1.(c)). For the primary torque tubes in Part II the inspection is visual over the entire length for fracture, rubbing and wear, and it sets numeric replacement thresholds: wear exceeding 0.25 mm depth or wear over more than 180 degrees of the circumference requires replacement before further flight (Part II, Requirement 1.(c)). Secondary-drive flex shafts are inspected for permanent deformation (kinks) and evidence of excessive heat, with replacement required if damaged (Part II, Requirement 1.(d)-(e)).

• Torque setting on reassembly. If a through bolt is removed and reinstalled, it must be torqued to between 20 and 25 in-lb on reassembly (Part I, Requirement 1.(d)).

• Maintenance-program integration. The operational check of the torque sensor is not free-form; the Directive prescribes performing task 2750/11 from the DASH 8 Maintenance Program Supplementary Information (Part II, Requirement 2.(a)), binding the AD to a manufacturer's maintenance procedure.

• Termination of repetitive inspections by modification. The Directive provides a terminating path: the Part II repetitive inspections may be terminated on aircraft that have complied with Part III and incorporated two specified Boeing Canada/de Havilland modifications (Mod No. 8/1473, SB No. 8-54-16, and Mod No. 8/0803, SB No. 8-27-47) (Part II Note).

• Compliance schedules. The Directive supplies discrete compliance windows expressed in hours time in service and in one case a months limit. For example, Part I for serial numbers 3 through 177 must be done within 300 hours TIS after 15 October 1992, while Part III must be accomplished within 2000 hours TIS or nine months after 15 October 1992 whichever occurs first (Compliance section).

• Rework vs. replacement choices. Where cracks are found in splined couplings, the Directive authorises two alternative corrective measures before further flight: replacement of the splined coupling(s) in accordance with the appropriate Sundstrand service bulletin and re-identification, or replacement of the entire torque tube with a serviceable unit (Part I, Requirement 1.(c)(i)-(ii)).

• Linkage to Transport Canada AD. The Directive explicitly notes Transport Canada AD CF-89-09R4 and states that the amendment responds to a revision of the relevant Transport Canada AD which extended the serial number range (Note and Background).

These concepts together create a framework where identification, physical inspection with defined magnification and numeric wear limits, discrete repair or replacement actions, re-identification markings, and prescribed maintenance procedures combine to mitigate the safety risk that triggered the Directive.

The Directive imposes obligations on owners, operators and maintenance organisations responsible for the listed DHC-8 aeroplanes. The source text identifies the affected aeroplanes precisely and therefore delineates who must act.

• Aircraft/operators. The AD applies to "Model DHC-8 series, serial numbers 3 and subsequent, as indicated." Part I, Part II and Part III further narrow applicability by serial-number cohorts. For example, Part I applies to aircraft serial numbers 3 through 177, and certain aircraft in 178 through 231 and specified higher serials (178 through 231, 233, 235, 237, and 243 are listed). Part II and Part III apply to aircraft serial numbers 3 through 293. Any operator of a DHC-8 within these serial ranges is within the instrument’s scope and therefore must ensure compliance with the relevant requirements and compliance timelines.

• Maintenance organisations and engineers. The Directive prescribes maintenance tasks requiring technical execution: removal and reinstallation of through bolts, inspection with a 10x magnifying glass, replacement of splined couplings or torque tubes, torqueing to a specified in-lb range, inspection for very small wear depths (0.25 mm), and the performance of a maintenance-program-specific operational check (task 2750/11). These actions will be undertaken by licensed maintenance personnel or approved maintenance organisations on behalf of operators, and they will need access to the Sundstrand and Boeing/De Havilland service bulletins referenced in Table 2 and Part III.

• Parts suppliers. Replacement of splined couplings, torque tubes and torque sensors, and the incorporation of specified Boeing Canada/de Havilland modifications, will require sourcing serviceable units and the parts specified in the relevant service bulletins. Table 2 links P/Ns to specific Sundstrand service bulletins which detail the parts and procedures for replacement and re-identification.

• Regulators. Although the Directive text does not set out enforcement mechanisms, the Directive is an airworthiness requirement effective from 13 October 1994 and references Transport Canada AD CF-89-09R4. That places the Directive within the regulatory context where civil aviation authorities monitor and expect compliance with ADs. The Directive also indicates that the compliance requirements from the previous issue remain unchanged except for the additional aircraft included in Part I.

• Operators scheduling maintenance and dispatch. The Directive's "before further flight" language and discrete compliance time windows impose scheduling constraints on flight operations: inspections and replacements must be performed within the specified hours time in service and, where a defect is found, replacement is required before further flight. That allocation of duties will affect maintenance planning and aircraft availability.

Financially, the Directive will impose direct costs on operators or their maintenance contractors: labour for inspections and rework, replacement parts where required, and downtime for compliance within the stated time windows. The Directive itself does not allocate who reimburses parts and labour; the presumption from the text is that operators (and their contracted maintenance providers) will carry out and thus bear the cost of meeting the mandatory requirements.

The Directive sets out mandatory duties for identification, inspection, repair, replacement, re-identification and modification. Rights in the sense of alternatives and acceptable evidence are limited and specifically defined.

Key duties

• Identify affected torque tubes. Operators must locate "flap primary-drive torque tubes having part numbers and serial numbers listed in revised table 1" (Part I, Requirement 1.(a); Table 1). This is a primary duty that gates downstream obligations.

• Verify re-identification. For torque tubes identified in Table 1, operators must determine whether they "have been re-identified with the service bulletin number indicated in Table 2" (Part I, Requirement 1.(b)). A positive finding removes the Part I action obligation for that tube (Part I, Requirement 1.(b)(i)).

• Inspect splined couplings visually with specified magnification. Where re-identification is absent, operators must remove the through bolt(s) and "using a 10x magnifying glass, visually inspect the area around all holes for cracks" (Part I, Requirement 1.(c)).

• Take corrective action before further flight if cracks or wear are found. If splined couplings are cracked, the Directive mandates either replacement of the splined coupling(s) per the Sundstrand service bulletin and re-identification, or replacement of the entire torque tube with a serviceable unit, prior to further flight (Part I, Requirement 1.(c)(i)-(ii)). For torque tube wear exceeding 0.25 mm depth or over more than 180 degrees of circumference, the torque tube "must be replaced before further flight" (Part II, Requirement 1.(c)).

• Torque reinstalled bolts to specified value. Upon reassembly the through bolt must be torqued "to between 20 and 25 in-lb" (Part I, Requirement 1.(d)).

• Replace splined couplings where required. Part I, Requirement 2 requires replacement of all splined couplings on torque tubes located per Part I, Requirement 1.(b)(ii), in accordance with Sundstrand service bulletins, with re-identification.

• Inspect flex shafts and replace if damaged. Part II requires visual inspection for permanent deformation or heat damage, and replacement of damaged flex shafts before further flight (Part II, Requirement 1.(d)-(e)).

• Perform operational sensor check. Part II requires performing an operational check of the torque sensor as per maintenance program task 2750/11 and replacing any malfunctioning or jammed torque sensor before further flight (Part II, Requirement 2.(a)-(b)).

• Modify torque sensor. Part III requires modification of the wing flap system torque sensor per Boeing Canada/de Havilland Service Bulletin No. 8-27-61 within the stated compliance window (Part III).

Rights and acceptable alternatives

• Two corrective options for cracked splined couplings. The Directive gives operators a choice between reworking the coupling per the Sundstrand SB and re-identifying the torque tube, or replacing the torque tube with a serviceable unit (Part I, Requirement 1.(c)(i)-(ii)). This is an explicit right to choose the corrective pathway based on operational judgement, parts availability or maintenance policy.

• Acceptable forms of re-identification. The Directive expressly allows marking the service bulletin number on the rod with indelible ink as satisfying the re-identification requirement, or marking on the identification plate adjacent to the part number (Part I, Requirement 1.(b) Note; Part I, Requirement 1.(c)(i) and Requirement 2). That provides a limited evidentiary standard for proving SB compliance on the part itself.

• Termination of inspections by modification. Operators have the right to terminate the repetitive Part II inspections if they have complied with Part III and incorporated both specified Boeing Canada/de Havilland modifications (Part II Note). That creates a route to remove ongoing inspection burden by achieving modification compliance.

Compliance timings and recurrence form part of the operational duties. The Directive provides discrete timelines for different serial-number groups (Compliance). Operators are obliged to meet those windows; several actions are framed as requiring completion "before further flight" when cracks, wear or malfunctions are detected.

The Directive does not articulate any administrative appeals process, waivers, or alternative means of compliance in the text supplied. Any such processes or delegation would need to be sought through the regulating authority or be contained in documents outside the Directive text.

The Directive text sets mandatory requirements and compliance deadlines and records an effective date (13 October 1994), but it does not itself specify civil or criminal penalties, nor does it set out a process for administrative enforcement within the text supplied.

What the Directive does provide

• Mandatory requirements and compliance windows. The text specifies precise mandatory actions (e.g., inspections, replacements, torque values, service bulletin compliance and modification incorporation) and sets compliance times expressed in hours time in service and a calendar interval for Part III (e.g., Part I: within 300 hours TIS after 15 October 1992 for certain serials; Part III: within 2000 hours TIS or nine months after 15 October 1992, whichever occurs first). These requirements are framed in mandatory language ("must be replaced before further flight", "accomplish the following", "replace ... must be replaced with a serviceable unit before further flight").

• Reference to Transport Canada AD. The Directive notes "Transport Canada AD CF-89-09R4 refers." That reference situates the Directive in a wider regulatory framework of national airworthiness directives. The AD further states the Amendment is issued in response to a revision of the relevant Transport Canada AD that extended the serial number range (Background). That indicates regulatory alignment and cross-reference but the Directive text does not detail enforcement mechanisms.

What the Directive does not provide (in this text)

• No explicit penalties. The supplied Directive contains no express statement of civil fines, criminal sanctions, certificate suspension or other statutory penalties for non-compliance. It also does not specify an inspection, audit or enforcement process, or set out how compliance will be certified or documented beyond the re-identification markings permitted.

• No administrative waiver or alternative means of compliance quoted. The text does not include an explicit process for applying for or granting deviations or alternative corrective actions where compliance is impracticable.

Implications from the text

• Regulatory expectation of compliance. The mandatory language and the cross-reference to an external national AD indicate the Directive is intended as a binding airworthiness requirement; in civil aviation practice, airworthiness directives are typically enforceable by the relevant civil aviation authority. However, the Directive itself does not set out the enforcement mechanism or penalties; any enforcement, oversight or sanctioning would be administered by the relevant regulator and is outside the text provided.

• Immediate operational impact. The "before further flight" instruction for discovered defects produces an immediate operational constraint that must be respected by operators and maintenance providers. The consequences of operating contrary to that instruction are not defined here, but the existence of the instruction itself creates a clear operational prohibition until the required corrective action is taken.

In short, the AD explicitly prescribes mandatory technical actions and gives compliance timelines, but it does not,in this text, specify penalties or the enforcement process. Readers should therefore treat the Directive’s obligations as mandatory maintenance and airworthiness steps; any enforcement processes and penalties would be those applied by the relevant civil aviation authority and are not described in the Directive itself.

The Directive explicitly links to manufacturer service bulletins and a Transport Canada AD; beyond those links, the text does not reference other statutes or regulatory regimes. The interaction points contained in the Directive are operational and procedural rather than doctrinal.

Explicit linkages in the text

• Transport Canada AD. The Directive states "Transport Canada AD CF-89-09R4 refers." The Background indicates Amendment 4 responds to a revision of the relevant Transport Canada AD "which extends the serial number range of aircraft which require the inspections and possible replacement of splined torque tube couplings in accordance with Requirement Part I." That records a cross-jurisdictional regulatory reference: the Directive aligns its scope with a Transport Canada AD revision.

• Manufacturer service bulletins. The Directive relies on Sundstrand service bulletins (Table 2) for the specified rework and re-identification of splined couplings and torque tubes. Part III and the termination provision reference Boeing Canada/de Havilland service bulletins and modifications (Service Bulletin No. 8-27-61 for the torque sensor modification; Mod No. 8/1473, SB No. 8-54-16 for the torque tube guard; Mod No. 8/0803, SB No. 8-27-47 for replacement of the flow regulator valve). Part II operational checks are to be performed "as per maintenance program task 2750/11" and reference the DASH 8 Maintenance Program Supplementary Information (PSM 1-8-7/1-83-7, Volume 2, Procedures-27). Those references integrate the AD with manufacturer technical documentation and maintenance programmes.

Operational effects relevant to interactions

• Replacement of repetitive inspections by modification. The Directive allows termination of Part II repetitive inspections if an aircraft "have complied with Part III of this Directive and which have incorporated both of the Boeing Canada/de Havilland modifications listed" (Part II Note). This creates a regulatory interaction between mandatory inspection regimes and approved design modifications documented in manufacturer service bulletins; incorporation of the manufacturer modifications alters the regulatory inspection obligations under this AD.

• Use of service bulletin marking as compliance evidence. The Directive accepts physical re-identification (marking the service bulletin number on the rod with indelible ink or the identification plate) as satisfying the re-identification requirement (Part I Note and Part I, Requirements 1.(c)(i) and 2). That creates an evidentiary linkage between manufacturer or maintenance action and the AD’s compliance standard.

• Maintenance programme linkage. The requirement to perform task 2750/11 from the DASH 8 Maintenance Program Supplementary Information ties the AD to the aircraft maintenance programme, which in turn is approved by regulatory authorities. This means that compliance with the AD will be carried out through existing maintenance-programme procedures and will interact with scheduled maintenance intervals, records and approvals.

Limits of the text

• No express interaction with aviation safety legislation or enforcement statutes. The Directive does not quote or cross-reference civil aviation acts, enforcement sections or penalties in the text provided. It therefore does not specify how non-compliance is to be administratively or criminally handled; enforcement would proceed under the regulator's statutory powers, which are not set out here.

• No mention of certifications, approvals or alternative methods of compliance within this AD text. Any method of compliance other than the specified SBs and procedures would need regulatory approval outside the scope of this Directive.

In practice, then, the AD integrates with manufacturer documents and with the Transport Canada AD referenced, modifies inspection obligations where manufacturer-approved modifications are incorporated, and expects operators and maintenance organisations to use the aircraft maintenance programme as the procedural vehicle for compliance. The AD text itself does not describe broader statutory enforcement mechanisms.

The Directive includes an amendment history summarised in the Background and in the amendment header. The supplied text documents the evolution of corrective measures across four amendments, and identifies what Amendment 4 changes.

Recorded sequence and effects

• Original issue and root cause. The Background recounts that the Directive originated after an incident of asymmetric flap in which the caution light did not illuminate and the flap indicator remained at zero degrees. Investigation revealed breakage of the primary drive shaft between the two port flaps and breakage of the splined coupling between the flap power unit and the starboard primary drive shaft. A secondary drive sensor had failed to detect the shaft failure. Investigation further revealed that early serial-number splined couplings received inadequate heat treatment. That safety finding underpins the subsequent amendment path.

• Amendment 1. The text reports that Amendment 1 "required replacement of early couplings, a repetitive visual inspection of the flap systems, and an operational check of the torque sensor system." It therefore instituted immediate remedial actions focused on replacing suspect hardware and establishing recurring inspection and sensor-check protocols.

• Amendment 2. The text states Amendment 2 "extended the serial number range of torque tubes having had inadequate design and heat treatment, required modification of the wing flap system torque sensor, and required terminating action for the on-going repetitive inspections." Thus Amendment 2 broadened the population subject to corrective action, mandated a torque sensor modification (a terminating action), and introduced a pathway to terminate repetitive inspections upon modification.

• Amendment 3. The text reports that Amendment 3 "corrected a serial number error in Table 1." This appears to be a corrective erratum to the parts/serial-number applicability table.

• Amendment 4 (this document). Amendment 4 is described as being "issued in response to a revision of the relevant Transport Canada AD which extends the serial number range of aircraft which require the inspections and possible replacement of splined torque tube couplings in accordance with Requirement Part I." The header also states "Amdt 4" and the Amendment is effective from 13 October 1994. In operational terms Amendment 4 adds aircraft into the Part I scope and preserves the compliance provisions of the previous issue except for the additional aircraft included in Part I.

Other amendment details in the text

• Compliance of previous issue remains unchanged except for additional aircraft included in Part I. The Compliance section states "The compliance of the previous issue of this Directive remains unchanged except for the additional aircraft now included in Requirement Part I." That frames Amendment 4 as an extension of scope rather than a wholesale change to prior compliance instructions.

• Cross-reference to Transport Canada AD CF-89-09R4. The Directive notes Transport Canada AD CF-89-09R4 refers, and Amendment 4 responds to a Transport Canada AD revision. This indicates at least partial international regulatory coordination in the amendment history.

What is not in the text

• The Directive does not detail dates or content of Amendments 1 through 3 beyond the brief summary statements, nor does it reproduce the text of earlier amendments or record separate effective dates for them aside from indicating the compliance date of the previous issue for some measures (for example Part II compliance references "after 19 April 1990 (the compliance date of the previous issue of this Directive)"). The supplied text therefore provides a high-level amendment narrative but does not include the full text of earlier amendments or every historical compliance date.

In sum, the amendment history in this Directive documents an iterative response to a hardware failure and sensor detection shortcomings, with successive amendments expanding applicability, mandating replacement and inspection, introducing a sensor modification, and ultimately expanding the serial-number range covered by the mandatory Part I actions.

The Directive text supplied contains no litigation history. It does not cite any judicial proceedings, regulatory enforcement actions, or appeals relating to the Directive or to the maintenance actions it mandates.

What the text does state that is relevant to legal or administrative context

• Regulatory cross-reference. The Directive states "Transport Canada AD CF-89-09R4 refers" and explains that Amendment 4 responds to a revision of the relevant Transport Canada AD. That indicates regulatory interplay but does not record any legal disputes.

• Effective dates and compliance windows. The Directive sets an effective date for this Amendment "effective from 13 October 1994" and provides compliance timings referenced to earlier compliance dates (for example "within 300 hours time in service after 15 October 1992", and "within 300 hours time in service after 19 April 1990 (the compliance date of the previous issue of this Directive)"). Those timetables could be relevant in any regulatory or legal review but no litigation is recorded in the text.

Absence of litigation-related content in the Directive

• No cases, no appeals, no sanctions proceedings. The document does not name any cases, administrative appeals, or enforcement actions, and does not provide a record of legal challenges to the Directive or its predecessors.

• No formal dispute resolution procedure. The Directive does not set out a process for contesting applicability, seeking alternative means of compliance, or requesting extensions; again, any such mechanism would ordinarily be administered by the civil aviation authority and is not printed in this text.

For readers requiring litigation data: because the supplied Directive contains no litigation record, any legal history beyond what is in this text would require consultation of external regulatory, court or administrative records. The Directive as presented focuses exclusively on technical and compliance requirements and on the amendment narrative rather than on legal proceedings.

The Directive contains a number of precise technical and administrative details that can cause operational surprises if overlooked. The following items are directly grounded in the Directive language and should be checked carefully.

• Serial-number specificity. Applicability is not blanket to all DHC-8 airframes. Part I applies to particular serial-number ranges and individual serials are listed for some cohorts (e.g., "serial numbers 3 through 177, and serial numbers 178 through 231, 233, 235, 237, and 243" for certain requirements). Part II and Part III apply to serial numbers 3 through 293. Misidentifying the aircraft serial number or misreading Table 1 could lead to unnecessary work or missed obligations (Part I, Part II, Part III; Table 1).

• Table 1 and Table 2 must be read together. Table 1 lists torque tube P/Ns and serial ranges. Table 2 pairs torque tube P/Ns with Sundstrand service bulletin numbers and a post-mod identification. The Directive makes compliance conditional on whether a torque tube has been re-identified per Table 2; that re-identification relieves the operator from further Part I action for that tube (Part I, Requirement 1.(b)(i); Table 1; Table 2).

• Acceptable re-identification forms are narrow but specific. The Directive permits marking the service bulletin number "on the rod with indelible ink or on the identification plate adjacent to the part number" as satisfying re-identification (Part I, Requirement 1.(b) Note; Part I, Requirement 1.(c)(i) and Requirement 2). If the maintenance record shows SB compliance but the rod/plate lacks the marking the operator may still be required to do the inspection unless they can otherwise demonstrate re-identification in a form recognised by the regulator. The AD explicitly specifies physical marking on the component as acceptable evidence.

• Magnification and inspection detail. The Directive requires removal of the through bolt and inspection "using a 10x magnifying glass" around all holes for cracks (Part I, Requirement 1.(c)). A lesser magnification or inspecting without bolt removal is not the procedure the Directive prescribes.

• Bolt torque on reassembly is precise. After inspection and reassembly the through bolt must be torqued to between 20 and 25 in-lb (Part I, Requirement 1.(d)). Failure to apply that specific torque is a failure to follow the Directive instructions.

• Wear thresholds are numerically small. Part II sets a wear replacement threshold of 0.25 mm (0.010 inch) depth and a circumferential threshold of more than 180 degrees. Those criteria are precise and require measurement or careful assessment to determine whether replacement before further flight is mandated (Part II, Requirement 1.(c)).

• Heat damage indicators for the flex drive are specific. The Directive identifies "blueing of outer braided sheath, melting of outer plastic sheath, loss of blue anodic film on the casing ferrules" as evidence of excessive heat (Part II, Requirement 1.(d)). Operators must inspect these specific signs rather than using a vague "heat damage" assessment.

• Two alternative corrective routes for cracked couplings; re-identification required. If a coupling is found cracked the operator may either replace the coupling per the Sundstrand SBs and re-identify the torque tube or replace the whole torque tube with a serviceable unit, but the Directive requires re-identification post-repair and accepts indelible-ink marking as satisfying that requirement (Part I, Requirement 1.(c)(i)-(ii); Requirement 2).

• Replacement of all splined couplings where indicated. Part I, Requirement 2 requires replacement of "all splined couplings on torque tubes located per Part I, Requirement 1.(b)(ii)" in accordance with the Sundstrand service bulletins and re-identification. That is a broader requirement than replacing only cracked couplings.

• Termination pathway not automatic. Part II inspections "may be terminated on aircraft that have complied with Part III" and have incorporated both listed Boeing Canada/de Havilland modifications (Mod No. 8/1473 and Mod No. 8/0803). Both modifications are required; partial incorporation is not sufficient to terminate inspections (Part II Note). Operators must ensure both modifications are incorporated to stop repetitive inspections.

• Table anomaly in the published text. Table 2 as presented pairs P/N 734382 with Sundstrand SB "734380-27-A3 Revision 1" and shows several P/N/SB pairings. Operators should follow the Directive’s Table 2 as printed; any perceived mismatch between P/N and SB number must be reconciled against the service bulletins themselves and, if necessary, clarified with the authority or manufacturer. The Directive text accepts marking the post-mod identification strings shown in Table 2 as evidence.

• Compliance windows referenced to previous issue dates. Some compliance times are referenced to earlier issue compliance dates (for example Part II references "within 300 hours time in service after 19 April 1990 (the compliance date of the previous issue of this Directive)"). Operators must track both the AD amendment effective date and these referenced dates to compute compliance windows accurately.

• "Before further flight" obligations. Several requirements state replacement must occur "before further flight" when defects are found. This imposes immediate operational constraints that can ground an aircraft until parts and maintenance resources are available (Part I, Requirement 1.(c)(i)-(ii); Part II, Requirement 1.(c) and 1.(e); Part II, Requirement 2.(b)).

These are concrete operational traps within the Directive text; careful reading of serial numbers, strict adherence to the specific inspection magnification and torque values, correct marking for re-identification, and attention to termination conditions are necessary to avoid non-compliance.

Complying with this Directive requires a sequence of identification, inspection, corrective action and documentation steps tied to the specific Parts and compliance windows set out in the text. The actions below are grounded in the Directive language and are presented as an orderly compliance workflow.

1. Confirm applicability by serial number and part number

• Verify aircraft serial number. Determine whether the aeroplane is within the serial-number cohorts referenced in Part I, Part II or Part III. Part I lists specific serial-number groups for certain requirements (e.g., serial numbers 3 through 177; serial numbers 178 through 231, 233, 235, 237, and 243). Part II and Part III apply to serial numbers 3 through 293.
• Inspect the aircraft for torque tube part numbers and serial numbers listed in Table 1. Locate flap primary-drive torque tubes and check whether their P/N and S/N fall within the ranges listed (Part I, Requirement 1.(a); Table 1).

2. Check for re-identification

• For torque tubes located in Table 1, determine whether the torque tube has been re-identified with the service bulletin number shown in Table 2. Visual markers acceptable to the Directive include the service bulletin number marked on the rod with indelible ink or on the identification plate adjacent to the part number (Part I, Requirement 1.(b) Note). If the tube is re-identified with the applicable SB number, no further action under Part I is required for that tube (Part I, Requirement 1.(b)(i)).

3. If not re-identified, perform the Part I inspection

• Remove through bolt(s) from the splined coupling(s). Note that some torque tubes have one splined coupling while others have two (Part I, Requirement 1.(c) Note).
• Using a 10x magnifying glass, visually inspect the area around all holes in the splined coupling(s) for cracks (Part I, Requirement 1.(c)).
• If a splined coupling is cracked, before further flight either: a) Replace the splined coupling(s) in accordance with the accomplishment instructions in the appropriate Sundstrand service bulletin (Table 2) and re-identify the torque tube as indicated (marking the SB number with indelible ink on the rod is acceptable); or b) Replace the particular torque tube with a serviceable unit (Part I, Requirement 1.(c)(i)-(ii)).
• Upon reassembly, install through bolt and torque to between 20 and 25 in-lb (Part I, Requirement 1.(d)).

4. Replace all splined couplings where required

• Unless already accomplished per the inspection step, replace all splined couplings on torque tubes located per Part I, Requirement 1.(b)(ii) in accordance with the appropriate Sundstrand service bulletin (Table 2). Re-identify the torque tubes as indicated in the service bulletins. Marking the service bulletin number on the rod with indelible ink will satisfy the re-identification requirement (Part I, Requirement 2).

5. Implement Part II recurring inspections and checks

• For aircraft serial numbers 3 through 293, perform the following visual inspection program: a) Extend the flaps fully (Part II, Requirement 1.(a)). b) Visually inspect the flap primary-drive torque tubes over their entire length for fracture, rubbing and wear (Part II, Requirement 1.(b)). c) If wear exceeds 0.25 mm (0.010 inch) in depth or is present over more than 180 degrees around the circumference, replace the torque tube before further flight (Part II, Requirement 1.(c)). d) Visually inspect the flap secondary-drive flex drive for permanent deformation (kinks) or evidence of excessive heat, including blueing of the outer braided sheath, melting of the outer plastic sheath, or loss of blue anodic film on casing ferrules. Replace damaged flex shafts before further flight (Part II, Requirement 1.(d)-(e)).
• Perform an operational check of the torque sensor in accordance with maintenance program task 2750/11, referencing DASH 8 Maintenance Program Supplementary Information PSM 1-8-7/1-83-7, Volume 2, Procedures-27 (Part II, Requirement 2.(a)). Replace any torque sensor found malfunctioning or jammed with a serviceable unit before further flight (Part II, Requirement 2.(b)).

6. Consider terminating repetitive inspections by completing Part III and two modifications

• Part II inspections may be terminated on aircraft that have complied with Part III and have incorporated both of the Boeing Canada/de Havilland modifications listed: Mod No. 8/1473 (Service Bulletin No. 8-54-16, torque tube guard) and Mod No. 8/0803 (Service Bulletin No. 8-27-47, replacement of flow regulator valve) (Part II Note). Ensure both modifications are incorporated and documented if electing termination of recurring inspections.

7. Execute Part III modification

• Modify the wing flap system torque sensor in accordance with Boeing Canada/de Havilland Service Bulletin No. 8-27-61 (Part III). Part III must be accomplished within 2000 hours time in service or nine months after 15 October 1992, whichever occurs first (Compliance).

8. Schedule work to meet the compliance windows

• Observe the prescribed compliance times:
  • Part I: Serial 3-177 within 300 hours TIS after 15 October 1992; certain other serials within 300 hours after 13 October 1994 (Compliance section).
  • An unnamed compliance item "2." states "Within 900 hours time in service after 15 October 1992",operators should cross-check this against their maintenance planning and the earlier version of the Directive (the text retains reference to previous issue dates).
  • Part II: Initial inspections within 300 hours TIS after 19 April 1990 and thereafter at intervals not to exceed 300 hours TIS for the visual inspection; and within 600 hours TIS after 19 April 1990 and thereafter at intervals not to exceed 1200 hours TIS for the torque sensor operational check (Part II, Compliance statements).
  • Part III: within 2000 hours TIS or nine months after 15 October 1992, whichever occurs first (Compliance).
• Because the Directive references compliance dates tied to prior issue dates, confirm each computed compliance window against the aircraft’s time-in-service logs and the effective date stated in this Amendment (effective 13 October 1994).

9. Document compliance and re-identification

• After performing rework per Sundstrand or Boeing service bulletins, re-identify torque tubes as indicated in the service bulletins; marking the service bulletin number on the rod with indelible ink satisfies the re-identification requirement (Part I, Requirement 1.(c)(i) and Requirement 2).
• Maintain maintenance records showing inspections, parts replaced, torque values applied, the operational check of the torque sensor and the service bulletin or modification numbers used to satisfy the AD.

10. Reconcile any inconsistencies

• Where Table 2 pairs a torque tube P/N with an SB number not obviously matching the P/N (for example the table associates P/N 734382 with SB "734380-27-A3 Revision 1" in the printed text), obtain and review the actual Sundstrand and Boeing service bulletins to confirm the correct SB to use for the specified P/N and serial range. If necessary, seek clarification from the manufacturer or regulator before proceeding.

11. Grounding and "before further flight" defects

• If an inspection reveals cracked couplings, wear beyond the 0.25 mm threshold, kinks, or malfunctioning/jammed torque sensors, do not return the aeroplane to service until the Directive’s corrective action (replacement or rework) is completed because the Directive requires replacement or repair "before further flight" (Part I, Requirement 1.(c)(i)-(ii); Part II, Requirement 1.(c) and 1.(e); Part II, Requirement 2.(b)).

Following these steps, which map directly to the Directive’s Parts, Requirements and Notes, will align maintenance activity with the AD’s mandatory prescriptions. The operator should keep traceable records of all inspections, replacements, re-identifications and modifications to demonstrate compliance and to support any potential regulatory review.
