What it does
This instrument is Airworthiness Directive AD/DHC-8/55 Amendment 1, titled Horizontal Stabiliser Skin Disbonding Follow-up, signed by David Punshon as Delegate of the Civil Aviation Safety Authority and dated 7 April 2022, with the AD stated to commence on 15 April 2022. The document imposes mandatory inspection and maintenance requirements on a defined population of De Havilland Canada (DHC) DHC-8 Series 100 and 300 aeroplanes that have horizontal stabilisers with serial numbers CAP 003 through CAP 214 fitted. The operative requirements are twofold.
First, for horizontal stabilisers with serial numbers CAP 003 through CAP 050 the AD requires "Perform an Ultrasonic Bond Inspection of the upper and lower skin panels (part number 85510025 and 85510026) for disbonding as outlined in DHC Non-Destructive Testing Manual, PSM 1-8-7A, Part 4, Section 55-00-01, as in force on the commencement date of this AD." That is presented in the AD as Requirement 1.
Second, for horizontal stabilisers with serial numbers CAP 003 through CAP 214 the AD requires operators to "Carry out the requirements stated in the Airworthiness Limitations List (AWL) of DHC Maintenance Program Manual PSM 1-8-7 (for series 100 aircraft) and AWL of DHC Maintenance Program Manual PSM 1-83-7 (for Series 300 aircraft), as in force on the commencement date of this AD." That is presented as Requirement 2.
The AD sets timing and repeat intervals. It prescribes an initial timing for Requirement 1 that depends on whether an ultrasonic inspection was "already accomplished within the 3 months before 5 December 1998," and specifies repeat between 12 and 14 months after the initial inspection. For Requirement 2, the AD breaks the population into CAP 003-CAP 050 and CAP 051-CAP 214 and prescribes two-year repeating inspection intervals, with transition rules that refer to past inspection due dates in 1998, 1999, or after 1 January 2001. The AD notes that the inspection interval has been reduced from three years to two years in accordance with specified Temporary Revisions to the AWLs of the DHC maintenance manuals.
