What it does
This instrument is an airworthiness directive (AD) issued by the Civil Aviation Safety Authority (CASA) identified as AD/DHC-8/34 Amdt 2, dated 16 October 2017 and commencing 26 October 2017 (signature: Pieter van Dijk, Delegate of CASA). It mandates removal of a particular type of thermal insulation from specified Bombardier (de Havilland Dash 8) aeroplanes and replacement with a specified alternative. Concretely, the Requirement section orders that operators "Remove all black film thermal insulation blankets from the aircraft fuselage and flight compartment and replace them with AN4C Aluminized (silver) film insulation blankets," carried out in accordance with Part III Accomplishment Instructions of de Havilland Dash 8 Service Bulletins listed in the Requirement Table (Requirement).
The Requirement Table identifies affected DHC-8 models, ranges of serial numbers, and the corresponding Bombardier service bulletin numbers (8-25-89 through 8-25-93), each phrase qualified "as in force from time to time" (Requirement Table and Note 3). Applicability is limited to the models and serial numbers listed (Applicability). The Compliance paragraph sets the compliance deadline as prior to 26 November 2017, unless already accomplished earlier or a later date is indicated in Part 1.D of the referenced service bulletins, whichever is later (Compliance). The AD also expressly states that aircraft which had De Havilland Modifications 8/2004, 8/2006 and 8/2007 incorporated during manufacture are not subject to the Directive (Note 2).
The Background section sets out the safety rationale supplied in the AD: operators reported corrosion forming where the black film thermal insulation blankets are used; investigation found the black film contains carbon, and where condensation is present the carbon-containing black film in contact with aluminium structure may promote corrosion (Background). Amendment 1 and Amendment 2 are recorded as updating applicability to align with a revision of a Transport Canada AD and correcting typographical serial-number errors, respectively (Background).
