What it does
This airworthiness directive (AD), AD/DHC-8/141 Amdt 1, mandates replacement of the elevator centring torsion springs on specified Bombardier DHC-8 Series aeroplanes. The operative requirement is to replace all elevator centring torsion springs with new springs by incorporating Modsum 4-113482, carried out in accordance with Bombardier Service Bulletin (SB) 84-27-31 dated 27 April 2007, or later revisions of that SB only where such revisions have been approved by Transport Canada (Requirement). The AD applies to Bombardier Inc. DHC-8 models 400, 401 and 402 with serial numbers 4001, 4003, 4004 and 4006 through 4081 inclusive (Applicability).
The compliance window is dual-limited: the replacement must be completed within 5,000 flight hours after the effective date of the AD, but must not be performed after the airframe has exceeded 22,000 flight hours since new (Compliance). The amendment document becomes effective on 3 July 2008 and records that the original issue of the AD became effective on 10 April 2008 (Compliance, Amendment effective date). The AD was signed by James Coyne, Delegate of the Civil Aviation Safety Authority (CASA), on 22 May 2008 (signature block).
The AD includes a short factual background describing one reported failure of an elevator centring torsion spring, an investigative finding that the spring tangs had been bent during installation, and the safety rationale: bent tangs would degrade durability and could lead to premature failure; a combination of spring failure and a control rod disconnect between the elevator aft quadrant and the elevator power control unit (PCU) input torque tube could result in a significant reduction in pitch control (Background). The amendment adds one additional serial number to the applicability list while leaving the substantive requirement and compliance timing unchanged (Background).
