What it does
This instrument is an amendment to an Airworthiness Directive (AD) addressing elevator overload bungees on specific Bombardier DHC-8-400 series aeroplanes. Mechanically, it requires operators of the listed serial-numbered aeroplanes to carry out a visual inspection of both left and right elevator overload bungees, Part Number (P/N) FE289000000, in accordance with Bombardier Service Bulletin (SB) SB 84-27-30, Revision C, dated 31 October 2007, or later revisions approved by Transport Canada (Requirement 1). If a bungee is incorrectly installed (installed in reverse orientation), the bungee must be removed and reinstalled correctly before the next flight (Requirement 1b). Requirement 1 also mandates attachment of a label, P/N FE289006200, to both left and right bungees to show the correct orientation of the outboard end (Requirement 1c), and re-identification of the bungee identification plate to read “FE289000001” for both sides (Requirement 1d). The AD explicitly states that steps 1c and 1d constitute Modsum4-113537. The AD gives credit where earlier actions were already completed: previous accomplishment of Bombardier SB 84-27-27 dated 24 May 2005 meets Requirements 1a and 1b; previous accomplishment of Requirements 1a-1d carried out in accordance with earlier issues or revisions (original issue dated 8 February 2007, Revision A dated 2 March 2007, or Revision B dated 3 May 2007 of SB 84-27-30) also meets the AD requirements.
Separately, Requirement 2 prohibits installation of replacement/spare elevator overload bungees identified as P/N FE289000000 on any aircraft from the effective date; only bungees identified with the new P/N “FE289000001” are permitted (Requirement 2). The compliance time for Requirement 1 is within 5,000 flight hours after the effective date of the AD; Requirement 2 is effective immediately from the AD’s effective date. The amendment revises the AD’s applicability and corrects an error in the overload bungee part number to align with a referenced Transport Canada AD. The document is signed by James Coyne, Delegate of the Civil Aviation Safety Authority, dated 16 July 2008, and states that this amendment becomes effective on 28 August 2008. The AD notes the safety concern in its background: some production aircraft were found with bungees installed in reverse orientation, which does not affect normal operation or increase disconnect probability but could, if an inboard-side bungee became disconnected, prevent centring of the corresponding elevator side and adversely affect pitch control.
