What it does
This Airworthiness Directive (AD/DHC-8/139, dated 4/2008, effective 10 April 2008) mandates a modification to the spoiler fuselage cable disconnect sensing circuit on specified Bombardier DHC-8 Series 400 aeroplanes. The directive applies to DHC-8-400, DHC-8-401 and DHC-8-402 aeroplanes with Serial Numbers 4003, 4004, 4006 and 4008 through 4129 inclusive (Applicability). Operators must, unless already accomplished, incorporate one of two specified Modsum modifications depending on the aircraft serial number range: Modsum 4-110066 for S/N 4003, 4004, 4006 and 4008 through 4094 inclusive, implemented using Bombardier Service Bulletin (SB) 84-27-33 (original issue 6 June 2007) or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada; and Modsum 4-126356 for S/N 4095 through 4129 inclusive, implemented using Bombardier SB 84-27-28, Revision B dated 25 September 2007, or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada (Requirement a and b; Note 1). The AD sets the compliance window as within 6000 hours time in service after the effective date of the Directive (Compliance). The AD text is signed by a delegate of the Civil Aviation Safety Authority, David Punshon, dated 18 February 2008, and states that Modsum 4-126356 was installed in production on S/N 4130 and subsequent (Background).
Mechanically, the AD requires physical modification of the sensing circuit so that the caution light indications are consistent for spoiler fuselage cable disconnect events both above and below the aircraft airspeed of 165 knots. The background explains the operational problem: prior to the modification, a spoiler fuselage cable disconnect would illuminate only the ROLL SPLR INBD HYD caution light until airspeed decreased below 165 knots, at which point the ROLL SPLR OUTBD HYD caution light would also illuminate. That asymmetric indication could mask the nature of the failure and increase pilot workload during approach and landing (Background). The AD therefore prescribes a rework to the sensing circuit, via the specified Modsum and SB instructions, to ensure the caution-light indications are consistent at all relevant speeds (Requirement; Background).
