What it does
This Airworthiness Directive, AD/DHC-8/138 Amendment 1, titled Fuel System Safety and numbered 22/2017, requires registered operators of Bombardier DHC-8-400 series aeroplanes to change documentation and procedures to ensure management and control of Critical Design Configuration Control Limitations (CDCCL) items. The directive applies to Bombardier DHC-8-400, DHC-8-401 and DHC-8-402 model aeroplanes (Applicability). It obliges each registered operator to amend their copies of the DHC-8-400 Maintenance Requirements Manual, PSM 1‑84‑7 Part 2 "Airworthiness Limitations Items", as in force at the time of issue of AD/DHC-8/138, to incorporate CDCCL items introduced in Temporary Revisions (TR) ALI-55 and ALI-56 (Requirement). Operators may comply by inserting copies of those Temporary Revisions in the manual (Requirement).
The directive also requires operators to amend any DHC-8-400 Series aircraft related procedures and documentation to highlight the existence of the CDCCL items and to set out the requirements necessary to maintain the design features of those CDCCL items (Requirement). The AD sets a short compliance window, requiring completion within 30 days after the commencement date of the Directive, unless already accomplished (Compliance). The AD commences on 3 November 2017 (Compliance).
The instrument includes Notes that affect document lifecycle and cross-reference. Note 1 states the Maintenance Requirements Manual Temporary Revisions introduced by the Directive may be removed from the manual when the TR is cancelled or superseded by either a further TR or later normal revision to the manual. Note 2 refers to Transport Canada AD CF-2008-06. Note 3 clarifies that previous compliance with the requirements in AD/DHC-8/138 constitutes compliance with the equivalent requirements in this AD (Requirement; Notes).
