What it does
This instrument is an amendment to Airworthiness Directive AD/DHC-8/137 for Bombardier (Boeing Canada/De Havilland) DHC-8 Series aeroplanes, issued by the Civil Aviation Safety Authority (CASA). It revises the directive’s effective date and records an instruction to operators to take the corrective actions identified in an external Transport Canada emergency airworthiness directive. The document identifies the affected aeroplane models and serial numbers (DHC-8 Models 400, 401 and 402, serial numbers 4001 and 4003 through 4176) under the heading “Applicability” and sets out three procedural points: a Requirement to act in accordance with Transport Canada Emergency ADCF-2008-11R1; a Compliance note that the actions are to be carried out as specified in that Requirement with a revised effective date of 31 July 2008; and a Background section describing the technical fault (cracked DSC228-16 barrel nuts) and its suspected origin (hydrogen embrittlement in a specific batch of 166 nuts from one supplier).
Amendment 1 is introduced expressly to implement actions mandated by the Transport Canada AD, namely removal of the affected barrel nuts and application of a corrosion inhibiting compound in accordance with Bombardier Inc. Alert Service Bulletin (ASB) A84-57-19 Revision B dated 6 March 2008. The notice records that earlier ASB issues and revisions are referenced (original issue, Revision A, Revision B) and that later Transport Canada approved revisions should be followed where applicable. The instrument is signed by David Villiers, Delegate of CASA, and dated 12 June 2008. The amended AD becomes effective on 31 July 2008, and the text notes that the original issue’s revised effective date had been 8 February 2008.
In short, the amendment (1) narrows the remedy to specific DHC-8 series and serial numbers, (2) directs operators to comply with Transport Canada Emergency ADCF-2008-11R1 and the Bombardier ASB (noting Revision B), and (3) sets the effective date to 31 July 2008 for the mandated removals and corrosion-inhibiting treatment of DSC228-16 barrel nuts identified as suspect in the Background.
